RECOMMENDED ACTION
Renew the contract with RePipe-California, Inc. for on-call sanitary sewer lining services for a one-
year period in an amount not to exceed $500,000.
DISCUSSION
The Public Works Agency's Water Resources Division maintains a sanitary sewer system consisting
of approximately 390 miles of pipelines and 8,500 manholes. Since 2003 the City has been
conducting ongoing closed-circuit digital video assessments of the City sewer system. Of the data
collected, approximately 22 miles of sanitary sewer main have been assessed as suitable for
rehabilitation. These locations have been identified as non-capacity issues, but have structural
defects such as holes, cracks and root intrusions making them suitable for pipe relining repair. The
Capital Improvement Program pipe liners are the most efficient and cost effective (trenchless)
method available for the repair of sewer pipes.
On April 6, 2009, the City Council awarded a contract to RePipe-California, Inc., for a one-year
period, with provisions for three one-year renewals. RePipe-California, Inc. has performed
satisfactorily during the past contract period and has agreed to renew the contract for the third year
without an increase in pricing. Staff recommends the second renewal of the contract.
FISCAL IMPACT
Funds are available in the Sanitary Sewer Service account (no. 05617640-66220 activity
11640801028-6022).
