A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SANTA ANA APPROVING SITE PLAN REVIEW NO.
2011-02 TO ALLOW COMMONWEALTH TO REMODEL A
VACANT AUTO DEALERSHIP LOCATED WITHIN THE
SANTA ANA AUTO MALL AT 1350 SOUTH AUTO MALL
DRIVE
BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA
ANA AS FOLLOWS:
Section 1. The Planning Commission does hereby find, determine and declare
as follows:
A. The Applicant is requesting approval to allow the exterior remodel of a
vacant auto dealership located at 1350 South Auto Mall Drive, which is
within the Specific Development No. 60 (SD-60) zoning district. Specifically,
the applicant is requesting approval to enclose the section of the building
that was formerly used as a vehicle service entry.
• B. Section 41-593.5(c) of the Santa Ana Municipal Code requires a review by
the Planning Commission of all plans within a specific development plan
area to ensure the project is in conformity with the Specific Plan.
C. Site Plan Review No. 2011-02 came before the Planning Commission of the
City of Santa Ana on April 11, 2011.
D. The project is in compliance with all applicable development standards
outlined within the Specific Development Plan (SD-60).
E. This project was reviewed in accordance with the Guidelines for the
California Environmental Quality Act. The recommendation is exempt from
further review pursuant to Section 15303. This Class 3 exemption allows in-
fill developments for the construction and location of limited numbers of new,
small facilities or structures. Categorical Exemption Environmental Review
No. 2011-28 will be filed for this project.
Section 2. The Planning Commission of the City of Santa Ana hereby
approves Site Plan Review No. 2011-02 as conditioned in Exhibit "A" attached hereto and
incorporated herein. This decision is based upon the evidence submitted at the above
said hearing, which includes, but is not limited to: the Request for Planning Commission
Action dated April 11, 2011, and exhibits attached thereto; and the public testimony, all of
which are incorporated herein by this reference.

• Conditions of Approval for Site Plan Review No. 2011-02
Site Plan Review No. 2011-02 is approved subject to compliance, to the reasonable
satisfaction of the Planning Manager, with applicable sections of the Santa Ana Municipal
Code, the California Administrative Code, the Califomia Building Standards Code, and all
other applicable regulations.
The applicant must comply in full with each and every condition listed below rip or to
exercising the rights conferred by this site plan review approval.
The applicant must remain in compliance with all conditions listed below throughout the life
of the site plan review approval. Failure to comply with each and every condition may
result in the revocation of the site plan review approval.
A. Planning Division
All improvements to the project shall be consistent with the approvals
granted in 2006 for the auto dealership, including landscaping and paving.
Prior to issuance of a building permit, approval from the Santa Ana Auto Mall
Architectural Board shall be obtained.
3. Any amendment to this site plan review approval must be submitted to the
• Planning Division for review. At that time, staff will determine if
administrative relief is available or the conditional use permit must be
amended.
