Set Public Hearing For CONTINUED TO FILE NUMBER Approve an appropriation adjustment recognizing additional revenues in the amount of $45,566 from the State of California for Prison-to-Employment Program activities. DISCUSSION In 2007, the Public Safety and Offender Rehabilitation Services Act of 2007 (Act) was enacted to reform California's prison system by reducing prison overcrowding and improving the reintegration of parolees into local communities. Among its provisions, the Act required the California Department of Corrections and Rehabilitation (CDCR) to develop an Inmate Treatment and Prison-to-Employment Plan. CDCR developed a partnership with the California Workforce Investment Board and the Employment Development Department to utilize California's One-Stop system to enhance the employability of parolees. In December of 2010, the City of Santa Ana WORK Center was awarded $68,419 to provide job search activities and supportive services to parolees through December 31, 2011. In January of 2011, Council approved an appropriation adjustment recognizing the funds to serve approximately 25 participants. On May 24, 2011, the California Employment Development Department allocated an additional $45,566 to the Santa Ana WORK Center. This funding will serve approximately ten additional participants with job search activities and supportive services, and extend program operations through March 31, 2012. 20A-1 WIA California New Start Grant July 18, 2011 Page 2 FISCAL IMPACT Upon approval of the appropriation adjustment, funds will be available in the California New Start account (no. 12318759 - various).
