Voucher rental assistance program depends upon complete and accurate
disclosure of clients' income, expenses, allowances and household
composition. HUD recommends that local Housing Authorities create a
Tenant Integrity Program (TIP) to assure assistance is provided only to

Authority's TIP, Miles Investigations, Inc., a private .investigation
firm, was contracted to provide investigative services. Miles has
experience in providing similar services to other Housing Authorities in

the region. The Housing Authority has exhausted the current agreement
for $10,000, which began on April 1, 2003.
Several cases have been referred to the consultant for investigation, and
the results have provided valuable information for the Authority's
decisions to terminate assistance to participants due to fraud. The
scope of services provided includes comprehensive database checks,
employment verification, surveillance and personal representation at
informal hearings. The term extension and additional $25,000 will allow
the Housing Authority to continue its Tenant Integrity Program and to
ensure that those receiving assistance are in full compliance with
program regulations.
