COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommended that the Housing Authority direct the Authority General Counsel to prepare, and authorize the Executive Director to execute, an amendment to the agreement between the Housing Authority and Miles Investigations, Inc. for an additional $25,000 and to extend the term of the contract to June 30, 2004. By a vote of 7:0 at its Regular Meeting of September 2, 2003. DISCUSSION The U.S. Department of Housing and Urban Development (HUD) Housing Choice Voucher rental assistance program depends upon complete and accurate disclosure of clients' income, expenses, allowances and household composition. HUD recommends that local Housing Authorities create a Tenant Integrity Program (TIP) to assure assistance is provided only to eligible individuals and families. As part of the Santa Ana Housing Authority's TIP, Miles Investigations, Inc., a private .investigation firm, was contracted to provide investigative services. Miles has experience in providing similar services to other Housing Authorities in in Amendment to Agreement with Miles Investigations, Inc. October 6, 2003 Page 2 the region. The Housing Authority has exhausted the current agreement for $10,000, which began on April 1, 2003. Several cases have been referred to the consultant for investigation, and the results have provided valuable information for the Authority's decisions to terminate assistance to participants due to fraud. The scope of services provided includes comprehensive database checks, employment verification, surveillance and personal representation at informal hearings. The term extension and additional $25,000 will allow the Housing Authority to continue its Tenant Integrity Program and to ensure that those receiving assistance are in full compliance with program regulations. FISCAL IMPACT Funds are available in the Assisted Housing Other Contractual Services account (account no. 140- 133 - 6291). dl��j Jo P.
