Adopt Resolution No. 2002-O1 authorizing the implementation of the homeownership option under the Housing Choice Voucher Program and approving changes to the Administrative Plan. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommended that the Housing Authority: ~. Approve and submit the Annual Plan to the United States Department of Housing and Urban Development. 2. Approve revisions to the Administrative Flan. By a vote of 5:0 (Betancourt and Hill absent) at its Regular Meeting of March 19, 2002. DISCUSSION The U.S. Department of Housing and Urban Development (HUD) requires housing authorities that administer a Section 8 Rental Assistance program to have an Annual Plan and an Administrative Plan. The purpose ~:~~,-:_ .-~~ Housing Authority Annual Plan and Revisions to the Administrative Plan April 1, 2002 Page 2 of the Housing Authority's Annual Plan is to advise HUD, program participants and members of the public of its mission and strategy to serve the needs of very low-income families. The purpose of the Administrative Plan is to describe the Authority`s policies and procedures. The Annual Plan (Exhibit 1} provides detailed information about the current operations of the Housing Authority, including programs, participants, services for the upcoming year, and any operational or tenant concerns. The Authority is required to review its existing operations and needs on a yearly basis with input from a Tenant Advisory Board comprised ofi Section 8 participants. The Tenant Advisory Board met on March 14, 2002 to review the Plan for fiscal year 2002-~-2003. As per regulations, all comments from the March 14 board meeting have been incorporated into the Annual Plan. The Administrative Plan serves as supporting documentation for the Annual Plan. The Authority's Administrative Plan (Exhibit 2) was Last revised on April 3, 2000. The Administrative Plan must be revised to insure compliance with regulatory changes made by HUD and policy and procedure changes proposed to be implemented by the Authority. Some of the changes included in the Plan are the policy and procedures regarding criminal activity, procedures regarding owner or family debts to the Housing Authority, and deletion of all references to the certificate program. The changes to the Plan have been highlighted for your information and review. HUD regulations require a 45~day comment period. On February 2, 2002 notification was published that the draft plan was available for .review. The public comment period ended at 12:00 noon on March 19, 2002.
