Approve an appropriation adjustment accepting funds from the County of Orange in an amount not to exceed $562,500 in revenue account number 142-0~.-5360 and appropriating the funds to expenditure account numbers 142-148-6191 and 6291. 2. Authorize the Executive Director to enter into an agreement with the County of Orange Housing and Community Development Department to provide funding for supportive services to e7.igibl.e Section 8 applicants who are eligible CalWORKS families. REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommend that the Housing Authority: 1. Approve an appropriation adjustment accepting funds from the County of Orange in an amount not to exceed $562,500 in revenue account number 142µO1-5360 and appropriating the funds to expenditure account numbers 142-148-6191 and 629. 2. Authorize the Executive Director to enter into an agreement with the County of Orange Housing and Community Development Department to provide funding for supportive services to eligible Section 8 applicants who are eligible Cal.WORKS families. By a vote of 6:0 at its regular meeting of March 6, 200J. (Lewis absent). DISCUSSION The County of Orange Housing and Community Development Department has received funding from the County of Orange Social, Services Agency (SSA) through the CalWORKS Program. The County Housing and Community Development Department will be distributing these funds to the four _l.ocal t, Appropriation Adjustment - Contract with Orange County Housing and Community Development Fox CaIWORKS Incentive Funds March 19, 2001 Page 2 Housing Authorities. An allocation of up to $562,500 will be made available to the Housing Authority of the City of Santa Ana (SARA). The SAHA will then make these funds available to assist families/individuals who have been issued a voucher by the SARA and who meet CalWORKS eligibility criteria. SSA has recognized that individuals and families participating in Ca1WORKS Programs have difficulty locating and securing housing. Some of the issues facing these clients can include but are not limited to a lack of financial management skills and a history of credit difficulties or legal actions. Section 8 participants also face housing related issues, which are unique to them due to program requirements. They must first locate a unit that is owned by an owner willing to participate in the rental assistance program. They may also have difficulty understanding and/or explaining Section 8 lease requirements and making moving arrangements. Any unit that is leased by a Section 8 participant must meet the Housing Quality Standards established by the Department of Housing and Urban Development (HUD). Participants sometimes have difficulty determining if the unit is in compliance. Documentation required by the program sometimes can be difficult to obtain; therefore, responding to rules and regulations established by the SAHA and/or HUD on a timely basis has also been an issue. The $562,500 of funding will enable the SAHA to offer unique services to CaIWORKS participants when they are issued a Housing Choice Voucher. Program assistance could include payment of partial or full security deposit, utility deposits and payment of up to $600 each for the one-time purchase of a refrigerator and/or stove if the family does not own these appliances. The maximum amount each family would be eligible to receive is $2,500. All funds will be available on a first-come, first-service basis. Funds will also be available to pay for staffing costs associated with locating and securing affordable and eligible housing. This program would assist Ca1WORKS eligible individuals/families to secure housing by eliminating difficulties that often arise. It is estimated that the SAHA will be able to assist approximately 225 families. The County of Orange has approved this program and designated the term of the agreement to be July 1, 2000 through June 30, 2003. Appropriation Adjustment - Contract with Orange County Housing and Community Development For CalWORKS Incentive Funds March 19, 2001 Page 3 FISCAL, IMPACT Upon approval of the appropriation adjustment, the revenue to fund the Housing Authority's participation in the CaIWORKS Program will be available in the account for Assisted Housing CalWORKS Subsidy (account nos. 142-148-6191 and 6291).
