Authorize the Executive Director to execute the application and all documents relating thereto. REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION Recommend that the Housing Authority: 1. Adopt a resolution approving the submission of an application to the Department of Housing and Urban Development under the Section 8 Welfare-to-Work Program. 2. Authorize the Executive Director to execute the application and all documents relating thereto. By a vote of 5:0 (Bustamante and Simone absent). DISCUSSION The Department of Housing and Urban Development has announced that funding is available under the Section 8 Welfare--to-Work Voucher Program. The Program is designed to provide tenant based Section 8 xental assistance to help eligible individuals/families make the transition from welfare to work. The vouchers are to be provided to eligible individuals/families who are receiving, or received within the preceding two years, assistance under the Temporary Assistance to Needy Families Application for Section 8 Welfare--to-Work Rental Voucher Program April 5, 1999 Page 2 (TANF) Program and where assistance is critical employment. it has been demonstrated that th to the success in obtaining or e housing retaining Based on the federal regulations, Housing Authorities would only be eligible to apply if they develop a program in conjunction with all state or local entities administering the TANF Program and Welfare-ta-Work grants through the Department of Labor. As part of the application, certifications supporting and assuring cooperation with the Housing Authority's proposed Section 8 Welfare-to- Work Program must be submitted by these entities. Some of the Agencies that the Housing Authority is coordinating efforts with are the other three Orange County Housing Authorities, the Orange County Department of Social Services, Cambodia Family Tnc., Center for Employment Training (CET), Catholic Charities, Vietnamese Community of Orange County, and the Private Industry Council. The Housing Authority wi11 determine the number of clients that is feasible to serve within the regulatory timeline based on information to be provided by the Orange County Department of Social Services and other Welfare-to-Work Programs. The maximum number of vouchers which the Housing Authority is allowed to apply for under this funding notice is 700. FISCAL IMPACT By submitting this application, the Santa Ana Housing Authority will be eligible to receive additional funds in the housing voucher account annually to provide rental assistance to eligible individuals/families (account no. 140-01-5350). 1n addition to program fund dollars, the Housing Authority will receive funds to cover administrative costs.
