1. Adopt a resolution approving the submission of an application to the
Department of Housing and Urban Development under the Section 8
Mainstream Housing Opportunities for Persons with Disabilities
Program.
2. Authorize the Executive Director to execute the application and all
documents relating thereto.
REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION
Recommend that the Housing Authority:
1. Adopt a resolution approving the submission of an application to the
Department of Housing and Urban Development under the Section 8
Mainstream Housing Opportunities far Persons with Disabilities
Program.
2. Authorize the Executive Director to execute the application and all
documents relating thereto.
By a vote of 7:0 (Simons absent).
DISCUSSION
'the Department of Housing and Urban Development (HUD) has announced
available funding under the Section 8 Mainstream Housing Opportunities
for Persons with Disabilities Program (Mainstream Program). The
Mainstream Program will assist housing authorities in providing Section. 8
rental vouchers to a segment of the population that HUD recognizes

through research to have one of the most difficult housing needs of any
group in the country. Although HUD recognizes that nationally households
with adults with disabilities face difficulties in locating suitable,
accessible and affordable housing in the private market, this is even a
greater issue in Santa Ana due to the escalating rents. In 1998 the
Santa Ana Housing Authority received 100 units under this program, which
are almost 1000 leased. At this time, the authority is requesting an
additional 75 units (maximum allowed) to expand this successful program.
FISCAL IMPACT
By submitting this application, the Santa Ana Housing Authority will be
eligible to receive additional funds in the housing voucher account
(account no. 140-01-5350) to provide rental assistance to eligible
individuals/families. In addition to program fund dollars, the Housing
Authority will receive funds to cover administrative costs.
