The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. The Orange County Water District's (OCWD) Groundwater Replenishment System (GWRS) is an advanced water purification project that improves local water supply reliability through wastewater reclamation and groundwater replenishment; and B. The existing GWRS facility purifies approximately 72,000 acre-feet per year (afy) of highly treated wastewater, enough to supply 600,000 people; and C. The GWRS improves the quality of water in our groundwater basin by adding near-distilled quality water into the aquifer; and D. OCWD plans to expand its GWRS to treat an additional 31,000 afy of water, bringing the total production of GWRS facility to 103,000 afy, enough to meet the needs of nearly 850,000 people ; and E. Managing Southern California's water resources is critical to the continued health and economic vitality of the region, including Los Angeles, Orange, San Diego and Ventura Counties. The region currently loses approximately 1.3 billion gallons of wastewater daily to ocean outfall due to a lack of water recycling resources; and F. The GWRS Initial Expansion will decrease Orange County's dependency on imported water from the State Water Project and the Colorado River; and G. The GWRS produces water using one-half of the energy required to import water from the State Water Project; and H. The GWRS Initial Expansion will create hundreds of local jobs through development, construction and operation of the project; and Resolution No. 2011-071 Page 1 of 3 I. The GWRS Initial Expansion will produce ultra-pure water at a cost competitive with the cost of importing water. The demand and price of imported water is increasing at the same time supply is decreasing. The more Orange County invests in water recycling, the less dependent it will be on imported water. Section 2. The City Council of the City of Santa Ana supports the Groundwater Replenishment System Initial Expansion Project. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
