Commissioner Turner modified his comments regarding the Zoning Ordinance Amendment No. 2011-01 "to include methodology packets for the Planning Commissioners." CONDITIONAL USE PERMIT NO. 2011-21 Filed by Maria Kao for Bender Ready Mix, to allow a concrete manufacturing • facility at 516 South Santa Fe Street located in the Heavy Industrial (M2) zoning district. PUBLISHED IN THE ORANGE COUNTY REPORTER: September 28, 2011 PUBLICLY NOTICED: September 28, 2011 RECOMMENDATION 1. Approve and adopt the Mitigated Negative Declaration and Mitigation Monitoring Program, Environmental Review No. 2009-86. 2. Adopt a resolution approving Conditional Use Permit No. 2011-21 as conditioned. Principal Planner Vince Fregoso provided the staff report and recommendation. No written communications were received. The public hearing was open. No public members spoke. The public hearing was closed. MOTION: 1. ABANDONMENT NO. 2010-03 AND VARIANCE NO. 2011-10 Filed by the Redevelopment Agency for the City of Santa Ana, for an abandonment to vacate a portion of Concord Street and filed by Habitat for Humanity for a variance to reduce the minimum lot frontage to allow two single family dwellings at 719 North Concord Street located in the Single Family Residential (R1) zoning district. PUBLISHED IN THE ORANGE COUNTY REPORTER: September 28, 2011 Commissioner Yrarrazaval requested details regarding Caltrans sale of the property to the City and the role of Habit for Humanity to develop the projects. STAFF COMMENTS Planning Manager Karen Haluza reminded the Commissioners about the • Complete Streets Workshop scheduled for November 7, 2011 and requested another volunteer from the Planning Commission. Also she announced the cancellation of the October 24, 2011 meeting due to lack of items. 5. PLANNING COMMISSION MEMBER COMMENTS Commissioner Yrarrazaval • Requested information regarding completed projects from Habitat for Humanity in Santa Ana. Staff will provide information. 6. EXCUSE OF ABSENCES Commissioner Mill moved to excuse the absence of Chairman Alderete. The motion was seconded by Commissioner Acosta and unanimously approved by the Commission with a vote of 6:0.
