Hi Cindy
As you are aware I have long expressed the wish that this parcel should be a neighborhood park.
I appreciate the city budget currently will not support a park, and that the city has euphemistically
created "open space" with joint shared use of SAUSD lands. As this parcel is also adjacent to the
enclosed section of the bike trail which could be rehabbed for more constructive active lifestyle
usage as well for the Cornerstone, Madison, Delhi, Wilshire Square, Henniger Park and Eastside
neighborhoods thus creating a "Southeast" park when the Mc Fadden and the bike trail parcels
are combined.
However, when was the last time you saw a family or a group of people having a birthday party or
any other event at a "shared space" location? SAUSD school sites do not lend themselves for these
types of activities. They are used only for sports activates.
We are in need of open space that can be utilized during the day by parents and children and after
school
by older children and adults. We need a SAFE space where people can go for passive and active
activity 7 days a week from 7AM to 10PM.
I understand this group has been working with Latino Health Access, an organization who has been
successful in securing property on 4t" street and working with the community to maintain the property
after it becomes a community park. At this point in time the community is not asking the city to
maintain
anything other than the basic services that are contracted for. I.E. Police, fire, Public Works,
Community Preservation, etc.
All we are asking for is to opportunity to have "Safe Open Spaces" where the residents feel
welcomed,
can practice healthy lifestyles, and a place for the children to be children safely-not on resident
streets
as they do now.

issue.

Dear Ms. Nelson:
I have been busy researching the idea of developing the 1.4 acre McFadden & Orange property owned by the
City as a park. I have made this task a priority of mine, since you informed me that Council is scheduled
to approve on December 21 the building of homes on this property. What I have discovered from my
conversations with many community members both from my neighborhood and surrounding neighborhoods is
that they are all in favor of converting this land into a park.
Also as suggested by Council Member Sarmiento, I communicated with The California Endowment about this
opportunity and am happy to report that they are very supportive of the idea and have informed me that there
are funding opportunities and they are willing to help. Because of this, I respectfully request the Mayor and
Council to not approve the development of this land for housing but instead help us develop this property to a
much needed park. My family and I will be out of the country on December 21 but a delegation of the
community members plans to attend the Council meeting to support the idea of this property be developed as a
park for the benefit of all the community.
More open areas for the community to exercise and be fit are a key component on making sure that we build a
healthy community. It is a well known fact that Santa Ana has an extreme need for more park space given the
population density, the health challenges, and the income levels. The McFadden property, as you know, is right
next to a much used bike trail and would make an excellent low cost to build and low cost to maintain exercise
park. The City of Bell recently developed a "work out" park and has been a huge success. Below is the link to

I would like to suggest that sometime in January a Santa Ana delegation of City Council Members and residents
go visit this park to see this wonderful model.
I am most excited to report that The California Endowment has informed me that they are very open to be a
funding source to "match" other funding opportunities to help pay for the development of the McFadden
property as an exercise park for the community. They informed me that another funding source to help develop
this property of the park are grant programs from the state, such as Proposition 84 and the Land and Water
Conservation Fund program - 5.38 billion infrastructure bond. $400 million are earmarked for local and state
parks and $90 million for sustainable communities. The community is aware that an application has been or
will be submitted for Willard Intermediate School . The Orange/McFadden lot will qualify for the second round
of applications. The California Endowment is scheduled to begin in 2010.
I believe there is enough space on the property to also have a playground for the children and have discovered
that the KaBoom! program would be an excellent way to build the playground. Below is a link to the KaBoom!

TCE will be writing a letter of support to the Santa Ana City Council to develop the land as aloes-maintenance
park, open-air gym and play ground. The letter will be delivered by Adolfo Sierra, MPNA board member and
SABHC Steering Committee member.

Hello Jose. I received your email on Tuesday afternoon requesting the delay for a decision on the McFadden
lots. The Redevelopment Commission was provided your email, but they still chose to approve the developer
selection as recommended in the staff report. They did comment, however, that they understood the need for
new open space in the community and would be sharing those thoughts with their Council members.
I just finished speaking with Vince Sarmiento as well. FYI -the agenda item is actually on the Dec 21 City
Council agenda - ;ot December 7. So Vince wanted to re-iterate that it was important for you to do what
research you can between now then with the California Endowment to determine if there really is a chance that
would be available to purchase and develop these properties as a park.
As Gerardo Mouet indicated in his meeting with you back in September, the City's priorities with regard to
open space are focused on joint use opportunities on school sites. As you know, the city has serious financial
challenges, and the Parks and Recreation Agency funding has been reduced considerably this past year.
Vince is expecting to see you at the Lighthouse Play Area dedication on Saturday and said he would speak to
