Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to
execute an agreement with the Confidential Association of Santa Ana regarding wages and other
terms and conditions of employment.
DISCUSSION
In December, 2011, the City requested that the Confidential Association of Santa Ana (CASA)
defer a salary increase scheduled for January 1, 2012 as well as increase its contribution to the
pension fund (CaIPERS). CASA has agreed to these requests, as follows:
1) Salary Increase: 2% increase scheduled for 1/1/12 has been deferred to such time as
negotiations on the successor MOU are completed.
2) CalPERS Retirement: Effective January 1, 2012, all members shall contribute an
additional .7% of their salary to CalPERS for the cost of the
retirement benefit, for a total contribution of 8%.
FISCAL IMPACT
There is a cost savings of $59,100 to the City for deferral of salary increases and increased
CalPERS contribution for the remainder of the fiscal year. There are additional ongoing savings
of $27,700 for increased CalPERS contributions.
