He has requested that the City Council consider this map before final adoption of the map recommended by the Ad Hoc committee. Also attached is the proposed Neighborhood Association map, as proposed by Mr. Gordon. These were drawn up "in secrete" and that is just not right. Santa Ana has a record of supporting all the many neighborhood associations most of the time but certainly not in this case! I do not believe there can be any pluses in drawing up boundaries that split neighborhood associations and especially without any input from those associations before they are voted on by the City Council. A so-called "education campaign" is not the same as "building policy from the ground up" which would allow those who are going to be directly affected to have a voice.
