RECOMMENDATION:
Approve the minutes of the regular meeting on March 12, 2012.
B. CONDITIONAL USE PERMIT NO. 2012-01
' Tai Pham, representing The Boiling Crab Costa Mesa, LLC, is requesting approval of
a conditional use permit for a Type 41 Alcoholic Beverage Control (ABC) license for
the on -premise sale and consumption of beer and wine at The Boiling Crab
restaurant at 1500 West MacArthur Boulevard. Establishments that sell alcoholic
beverages require a conditional use permit pursuant to Section 41-196 of the Santa
Ana Municipal Code (SAMC).

Filed by Lori Reich, to allow a Type 47 Alcoholic Beverage Control (ABC) license for
the on -premise consumption of beer, wine and distilled spirits at The Little Onion
Restaurant located at 110 West MacArthur Boulevard in the Planned Shopping
Center (C4) zoning district.
RECOMMENDATION:

1. CONDITIONAL USE PERMIT NO. 2012-04
Filed by Michelle Nguyen, for Verizon Wireless, requesting approval to construct a
60 -foot high wireless facility stealthed as a Eucalyptus tree located at 1200 East
Glenwood Place in the Light Industrial (M1) zoning district.

RECOMMENDATION:
Adopt a resolution approving Conditional Use Permit No. 2012-04 as conditioned.
Planning Intern Ali Pezeshkpour presented the staff report and recommendation.
An email from Attillio Giovanatto from Modified Plastics was received in opposition to
the wireless facility. Also a letter from the Glenwood Business Center Owners
Association was received in support of the project.
The public hearing was opened. No public members spoke. The public hearing was
closed.
Michelle Nguyen with Core Development spoke in support of the project and stated
the Home Owners Association approved the project; attempts to contact Mr.
Giovanatto had been made to help identify his concerns but he had not been
reached.
MOTION: Adopt a resolution approving Conditional Use Permit No. 2012-04 as
conditioned. Planning staff commented on items to be modified: Planning Condition
No. 4 (a) — the specifications were found not applicable to this project in particular
but specifications will be required by No. 4 (k) before the applicant applies for
building permits and Planning Condition No. 10 will be removed, as site is in
compliance.

2. PUBLIC COMMENTS (on non -agenda items)
No public members spoke.
3. STAFF COMMENTS
Planning Manager Haluza commented on the workshop from the City regarding the
Climate Action Plan scheduled for March 28, 2012 which deals with
recommendations to reduce greenhouse gas emissions from the City's municipal
operations and community. She also announced the cancellation of the March 26,
2012 Planning Commission meeting due to lack of items.
4. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Yrarrazaval recommended a study session regarding parliamentary
procedures.
5. EXCUSE OF ABSENCES
Commissioner Acosta moved to excuse the absence of Commissioner Mill; the
' motion was seconded by Commissioner Gartner and unanimously approved by the
Commission with a vote of 6:0.
