To the Santa Ana City Council:
Request for Council denial of HD Supply Variance Application 2012 - 2 8z 3.
The plans for the proposed HD Supply store are not compliant with the Santa Ana Municipal Code. Specifically
the section related to parking requirements and loading zones. Santa Ana Municipal Code. Ch. 41. Art. XV.
Div_. 1, Sec. 41-1305. Loadine space requirements.
"Every building involving the receipt or distribution by vehicle of materials or merchandise incidental to
carrying on such activity shall be provided with ... space for standing, loading and unloading of vehicles to
avoid undue interference with the public use of on-site travel aisles, streets and alleys... Loading zones shall not
interfere with or be used for off-street parking purposes. Loading zones shall be clearly designated and labeled."
Through the Planning Commission, I called attention to the fact that there were no designated Loading Zones on
the applicants plans. They hastily drew up a supplemental plan -these "Loading Zones" are actually truck
parking spots which are stacked next to each other. Loading and unloading of construction materials is
primarily accomplished with access to both sides of a delivery truck and requires an area for forklift
maneuvering on both sides -that is not possible in the planned delivery truck parking snots.
The applicant has not provided an on-site plan of travel for large construction material delivery trucks in order
to avoid "undue interference with the public use of on-site travel aisles and designated public parking" as
required by Code. Considering the tight confines of this property, and that there is only one planned entrance
and exit for daily operations (on Fourth St.), the applicant should be required to show on their plan how
construction material delivery, unloading manuevering, and on-site truck travel and manuevering will be
accomplished without interfering with the already greatly reduced planned public parking availability.
I request that the Santa Ana City Council deny the applicants request for variance as their plans do
not reflect a true picture of the parking they will be able to provide. This inadequacy will subject the
neighboring residential, commercial and industrial properties to the harm of increased off-site parking
and traffic.

To the Santa Ana City Council:
am opposed to the approval of the Variance Application for HD Supply. This business is not appropriate for this location.
The City is allowing the applicant to classify their business as "Industrial" when it is clearly a retail operation. It is a
"Contractor's Warehouse" and it is open to the public. The City is even requiring the applicant to provide shopping cart
containment. Industrial users do not require shopping carts for their operations. The applicant should be required to adhere
to the parking requirements of a retail operation.
This business will undoubtedly attract an army of day laborers. Neither the applicant nor the City have made any provisions
to accommodate this influx. The City's conditions require the applicant to put up a "no loitering" sign. That is the total
mitigation required - that is inadequate. The City and the applicant know that that will have little, if any, effect on those
seeking work. There is no mitigation for restrooms, trash or traffic obstruction the day laborers will cause on Fourth St. The
City could be held liable for traffic accidents and pedestrian/vehicle accidents.
I have submitted a separate email letter to the Council which is supported by neighboring businesses and residents who are in
opposition to the applicants request for reduced parking requirements. The letter spells out the inadequacy of the applicant's
parking and loading zone plan and the burden and detrimental effect that the inadequate parking allowance will have on our
neighborhood.
This property and location is not suited to the applicants intended business. It is like trying to stuff 10 lbs. of "building
material" into a 5 lb. bag. I respectfully request that the applicant's application for variances be denied.
