retail and entertainment destination, resulting in an increase in sales tax over the past 3 years.

Downtown Inc. has marketed and assisted downtown retailers, as well as promoted Downtown Santa Ana as a
retail and entertainment destination, resulting in an increase in sales tax over the past 3 years.
According to the Mayor's recent 'State of the City' address, sales tax increased 6% in the Downtown and only 4% in
Santa Ana at large from Q1 2011 to Q4 2011.
On top of this, the nominal fees that are paid into the PBID by property owners resulted in a concrete increase in sales
for the area's businesses over the past three years.
The Board of Equalization provided information on the taxable sales of a diverse sample of businesses within the PBID.
Based on those numbers:
From 2009 to 2010, there was a 9.945% increase in taxable sales within the PBID, while property owners made
an investment of 0.7% of taxable sales through their assessment.
From 2010 to 2011, there was an increase in taxable sales of 38.21 %. Property owners made an investment of
0.5% of taxable sales through their assessment.

The benefits of Downtown Inc. to property owners far outweigh the costs.
DTI only spends 10 -12% on administrative expenses (which is 3 -5% less than the average amount
devoted to administrative costs by non - profits) vs. 88 -90% on activities devoted to improving
Downtown Santa Ana.

Working with Engineer Ed Henning & City Staff, the boundaries were reduced from a 66 block
radius to feature the core of downtown. Our new 2012 -13 reduced budget reflects this.

2. Diversify Board
We continue to ask our property owners to be part of the decision making as a board
director at Downtown Inc., through invitations, personal requests, emails and letters.
In July, there will be four Director (property owner or representative of), two merchant, and
one resident vacancies on the board. Current Board Diversity is shown below:

3. Brown Act Compliance
• All DTI staff received specialized training from Maria Huizar, Clerk of the Court,
during a customized training course for Downtown Inc.
• All DTI agendas, minutes, and meetings are posted in three public places —the
Santa Ana Public Library, in front of the DTI building and online at
http:// newsletter .downtown -sa ntaa na.com /.
• DTI follows all specifications of the Ralph Brown Act.
• DTI also has a Parliamentarian who ensures compliance.

4. Bylaw Revision
Downtown Inc. modified and revised its bylaws in April 2012, to fit its mission
statement.

5. Monthly Payments for Property Owners
A letter was disseminated to all property owners in May describing how to enroll in
a monthly payment plan:
• First American Bank is offering a voluntary program that will help property owners budget
payments in preparation of their property taxes and assessment.
• Property owners were encouraged to call Huyen Ha at First American Bank directly if they
were interested in participating (1.866.536.0178, hhaLfirstam.com)

'As a board member of the Santa Ana Chamber and a business owner operating from the Minter House, we
appreciate what Santa Ana offers and are especially thankful for the security provided by Downtown Inc., as this
has kept our employees and building safe as they walk downtown to eat and when they arrive for work and
return to their cars to go home."
Dennis Dascanio, Property Owner of Builders Exchange Historical Building —
"I have been a business owner in Santa Ana since 1987. For the first 24 years, 1 was located at 17th Street and
Flower. Last May, 1 relocated my office to the Artist Village to a building 1 recently purchased. The decision to
purchase and move into the downtown area was due to changes to the PBID area that 1 had been witnessing
over the past 1 -2 years. Prior to that, 1 could not have even considered moving into the area. It had long been in
decline... with crime and grime as it's lasting image. 1 can now say that 1 feel safe and am a proud owner of the
Builders Exchange building and 1 look forward to years of being part of the local business District."

with new restaurants, a cleaner environment, more security, family friendly events in the promenade, and full

was impressed with how DTI handled all the requests for support from, not only the arts community, but from
Calle Cuatro merchants, and organizers of all the events that make the city great."

"As a DTI Board member, 1 have never known there to be any kind of pension or 401K program available to
employees or members. All financial records are available for viewing on -line. We serve as volunteers and all
employees are loyal to the advancement of the business district and it's surrounding areas. The meetings are
open to the public, and input is openly requested. Opposition and discussion is a fundamental and integral part
of public functions and forums, such as the PBID. Slander or defamation only hurts the advancements that are
the mission of the DTI. Results, however, speak far louder than words, and the results attained by DTI in
the PBID area in such a short period of time are stunning."

as the homeless and is at the helm of forming a coalition of civic leaders, the faith community, government and
others to begin an effort that could make us a model to all counties in California. She is basing this on the
Navigator Program used in Sacramento and San Diego that has received Presidential Awards. The Community
Policing Project formed with Santa Ana Police Department along with radios funded by Downtown Inc given to

cities have called us for details in beginning a PBID (Orange, Brea, Pasadena, San Pedro, and Newport

"1'm an artist and an 18 year participant in the artist village, and for 10 years I've had my gallery in the
basement of the Santora Building. 1 have observed the changes over the years. Vicky and the team of
Downtown Inc. has removed the grey film, the disintegrating aura, that laid over the redevelopment area. The
streets are clean, 1 don't feel like I'm passing through a dump any more, or attacked with mounds of paper
flyers, or smells of urine. The beautiful buildings almost shine in the day time. The doors smile with an
invitation to enter. 1 see friendly alert security. 1 see police on horses, they give a feeling of safety yet family
friendly."
"Where there was no communication before, we, the artists are embraced and empowered by DTI. They come
to the ortwolk, they BUY art, they care. They maintain consistency in organizing the art walk. They oversee the
bureaucracy in holding events, handle permits, reach out to other businesses to generate cross promotion. They
promote and facilitate, making the Santa Ana Art Walk the envy of other cities. The fruit of their efforts is
