Approve an Appropriation Adjustment recognizing additional FY 2011 Urban Areas Security
Initiative funds in the amount of $300,000 in revenue account (account no. 12514002-52001) and
appropriate same in the FY 2011 Urban Areas Security Initiative Program Grant expenditure
accounts (account no. 12514407-various).
DISCUSSION
The United States Department of Homeland Security has developed the Urban Areas Security
Initiative funding program (UASI). UASI provides funds to local emergency first responders to
enhance security and overall preparedness to prevent, respond to, and recover from acts of
terrorism. The grant specifically provides funding for anti-terror equipment, planning, training,
exercises and technical assistance.
In FY 2006 the United States Department of Homeland Security combined the Anaheim UASI and
the Santa Ana UASI into a single Urban Area. The City of Santa Ana will continue to be
designated as an Urban Area Core City and will share grant administrative responsibilities with the
City of Anaheim.
In September of 2011 the City of Santa Ana was awarded $7,421,142 in UASI grant funds. In July
of 2012, the California Emergency Management Agency (CaIEMA) identified the City of Santa Ana
to receive additional FY2011 Homeland Security Grant Program (HSGP) funds in the amount of
$300,000 for use in supporting the Orange County intelligence Assessment Center (OCIAC).
FISCAL IMPACT
Approval of the Appropriation Adjustment will increase revenues in the FY 2011 UASI Grant
account (account no. 12514002-52001) by $300,000 and appropriate same in the FY 2011 UASI
Grant expenditure accounts (account no. 12514407-various).

The California Emergency Management Agency (Cal EMA) has identified the project named below to
receive an allocation of $300,000 in FY201 1 HSGP grant funds. In order to accomplish this transfer of
funds, Cal EMA will need to receive and approve the application documents and a final budget for the
project. The project identified above is the only project to be considered for funding. Alternate projects
will not be considered.

Funds awarded under this allocation will be subject to the requirements set forth in the HSGP 2011-SS-
0077. More specifically, the requirements of the HSGP are described in the Federal Guidance provided in
the FY 2011 HSGP Program Guidance and Application Kits.
