Set Public Hearing For CONTINUED TO FILE NUMBER Adopt a resolution approving the Relocation Plan for Grand Avenue Widening project from First to Fourth Street. DISCUSSION Grand Avenue is a major north-south transportation facility, which is designated as a major arterial highway in the City's Circulation Element of the General Plan, and carries in excess of 35,000 vehicles per day. The widening of Grand Avenue between First and Seventeenth Streets has been a long-term priority project that will be constructed in several phases. Improvements include the widening of the street from two to three lanes in each direction, raised landscaped medians, and curb, gutter, and sidewalk construction. The Public Works Agency is in the process of acquiring property for Phase I between First and Fourth Streets, and expects to complete the acquisition process by June 2013. Construction is expected to start in the summer of 2013. The primary purpose of the Relocation Plan is to outline the requirements for moving and re- establishing the displaced residential and business occupants, and to demonstrate the level of advisory and financial assistance that will be provided. Based on occupant interviews, needs analyses, and searches for appropriate replacement sites, the Agency estimates relocation costs to be approximately $2,110,000. The Draft Relocation Plan was made available for public review for 30 days beginning July 7, 2012. Each potentially displaced occupant was given written notification of the availability of the Relocation Plan and his/her opportunity to submit questions and comments. The Relocation Plan was available for review at the City library, the Clerk of the Council's office, the Public Works Agency's counter and the City Public Works Agency website. In addition, the Advisory Notice was mailed to all displaced residential and business occupants and owners. All questions and comments have been incorporated into the final Relocation Plan. 55A-1 Resolution Approving Relocation Plan for Grand Avenue Widening August 20, 2012 Page 2 ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the proposed project was determined to be adequately evaluated in the previously prepared FEIR (SCH No. 1998051068) approved by City Council in 2002. In accordance with National Environmental Policy Act, an Environmental Assessment document with a Finding of No Significant Impact was prepared for the proposed project and approved by the California Department of Transportation and Federal Highway Administration in 2011. Resolution 55A-2 7/25/121ss RESOLUTION NO. 2012- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE RELOCATION PLAN FOR THE GRAND AVENUE WIDENING PROJECT BETWEEN FIRST AND FOURTH STREET (PROJECT No. 08-1732) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, AS FOLLOWS: Section 1: The City Council of the City of Santa Ana ("Council") hereby finds, determines and declares as follows: A. Since 2006, the City of Santa Ana, in cooperation with the California Department of Transportation (Caltrans) and the Orange County Transportation Authority (OCTA) has designated the Grand Avenue Widening Project (the "Project") as a long term priority project. B. The first phase of the Project, between First Street and Fourth Street, will improve that section of roadway from a congested four- lane primary arterial to a six-lane multimodal street to meet the major arterial classification of the City General Plan Circulation Element and the County of Orange Master Plan of Arterial Highways, and the requirements of the US Department of Transportation, Federal Highway Administration. C. The Santa Ana Public Works Agency has identified ten (10) parcels which will be acquired to complete Phase I of the Project, affecting 17 commercial occupants and one residential tenant. D. Pursuant to California Government Code section 7260, et seq., a public entity is required to adopt a relocation plan, by resolution, whenever it enters into an agreement for acquisition of real property which would lead to displacement of people from their homes or commercial property. E. The relocation plan has been prepared in conformance with applicable provisions of the California Government Code §7260, et seq., Relocation Guidelines (California Code of Regulations, Title 25, Chapter 6), and the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA), and has been made available for public review since July 7, 2012.
