Approve the funding analysis as follows: Construction Contract - $463,850, Contract Administration - $13,900, Inspection and Testing - $23,190; Survey - $9,275, and Contingencies - $46,385, for a total estimated construction cost of $556,600. DISCUSSION This project will provide for replacement of damaged and deteriorated concrete sidewalk, curbs, gutters, cross gutters, wheelchair ramps, driveway approaches, and concrete pavement at various locations throughout the city. The work will be performed on an as- needed basis. Bids were opened on August 18, 2012_ A summary of the bid invitations mailed, the bids received and the bid results are as follows: Santa Ana contractors receiving notices: 12 Contractors requesting bidding documents: 9 Bids received: 1 Bids received from Santa Ana contractors: 1 NAME OF RESPONSIVE BIDDER CITY BID AMOUNT 1 . Hardy &Harper, Inc. Santa Ana $463,850 Contract Award For Omnibus Concrete September 17, 2012 Page 2 Bid notices were mailed out to the contractors. One bid was received from Hardy &Harper, Inc. and is deemed responsive_ Although the City received one bid on this project, Hardy &Harper, Inc. is a local contractor and has contracted with the City for the Omnibus Concrete project in the past. The company has pertormed the past contracts competently and on time; therefore, it is recommended that the City award the contract to the sole bidder, Hardy & Harper, Inc., in the amount of $463,850. ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the proposed project is exempt from future review_ Categorical Exemption Environmental Review No_ 2012 -64 will be filed for the project. Warner Avenue . °r. co Santa Ana, CA 92705 Project Description: City -wide Concrete Replacement Change Order Number: 1 Change Order Total: $ 60,207.15 Accounting Unit - Account - Activity Number: 08510138 -62300 JUSTIFICATION On April 15, 2013, the County of Orange investigated and reported to the City a black substance discharging into the Santa Ana Gardens Channel at W. Myrtle Street. The City responded and coordinated an immediate cleanup utilizing the City's Spill Response Contractor and started the investigation to determine possible sources. Subsequently on May 2, 2013 and May 14, 2013, two similar discharges were reported. The City responded immediately to clean up the discharge and continue the investigation. After examining all of the potential sources, it was determined that the City Corporate Yard was responsible for the discharge; the drains in the dumpster area were connected directly into the site storm drain system. A change in the street sweeping activity at the City Yard caused water to leak from the dumpsters which were located directly above the storm drains. The City has taken temporary mitigation action to minimize the impacts, which includes plugging the drain pipe, cleaning the dumpster pit area and routinely pumping out nuisance flow from the junction structure prior to entering the public stormdrain system. To permanently mitigate this issue Design Engineering recommends installing pumps in the downstream junction structure to redirect all dry weather flows to the existing clarifier; which requires upgrading the electrical panel, system controller and additional above ground piping.
