B. COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING
AGENDIZED PROJECTS)
Commissioner Hitterdale visited Mr. Sherman. Commissioner Christy received
call from Steve Shelton regarding the Sexlinger property, also visited the site.
Commissioner Yrarrazaval met with Jeanne Gillett. Chairman Schaefer visited
the site and spoke with Mr. Sherman.
C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2012-03
Filed by the City of Santa Ana to execute a historic property preservation
agreement with Corbiz, LLC for the structure located at 217 North Broadway.
RECOMMENDATION:
Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with Corbiz, LLC, property owner for
the structure located at 217 North Broadway, subject to non-substantive changes
approved by the City Manager and City Attorney.

3. HISTORIC EXTERIOR MODIFICATION APPLICATION NO. 2010-03
Filed by Jane Lewis representing John and Leslie Sherman to permit exterior
modifications to the McGowan House at 214 East Santa Clara Avenue located in
the Single Family Residence (R1) zoning district.

' RECOMMENDATION:
Adopt a resolution denying Historic Exterior Modification Application for a wrap-
around porch on the north front elevation and west side elevation, French doors
and balcony on the west side elevation and attic dormers on the north and the
west side elevations.
Associate Planner Hally Soboleske provided the staff report and
recommendation.
The public hearing was opened.
Architect Jane Lewis and Steve Sheldon provided a presentation in support of
the project entitled "Residential Rehabilitation in compliance with The Secretary
of the Interior's Standards."
Property Owner John Sherman provided a handout to the commissioners in
support of the project. Joshua Sherman, Joseph Jones and Brett Franklin spoke
in support of the project. Jeff Dickman, French Park Neighborhood Architectural
' Committee, spoke in favor of the denial of the project. Rory Kirk, William Stone,
Paul Magg and Jim Wallace spoke in support of the project.
The public hearing was closed.
Chairman Schaefer cited staff report modifications, fagade is not symmetrical,
noted the staff report should reflect proposed alterations were to the east side of
the building, not the west. He clarified that de-listing requires an environmental
impact report. He supports keeping the porch design and the categorization.

MOTION:
Issue Certificate of Appropriateness for all of the requested modifications.
Adopt a resolution approving Historic Exterior Modification Application for a
wrap-around porch on the north front elevation and west side elevation, French
doors and balcony on the west side elevation and attic dormers on the north and
' the west side elevations stating that all proposed modifications meet the
Secretary of Interior's Standards.
Steve Sheldon announced the applicant withdrew request for removal from the
Historic Register Categorization.

Filed by John and Leslie Sherman, to allow the removal of the McCowan House
at 214 East Santa Clara Avenue, from the Santa Ana Register of Historical
Properties.

RECOMMENDATION:
Adopt a resolution denying Historic Resources No. 2012-01-RML (removal) to
remove the McCowan House, HRC No. 2004-03 and HRCA No. 2004-03,
categorized as Landmark from the Santa Ana Register of Historical Properties
(SARHP).
Steve Sheldon announced the applicant withdrew request for removal from
the Santa Ana Register of Historical Properties.
4. APPLICATION OF INTENT TO DEMOLISH HISTORIC PROPERTY (HRD NO.
2012-01) AT 1584 EAST SANTA CLARA AVENUE
Filed by the property owners, Concordia University and Lutheran High School of
Orange County, to receive public comments on alternatives to the demolition of
' the Sexlinger House and Orchard at 1584 East Santa Clara Avenue.

RECOMMENDATION:
1. Review the Application of Intent to Demolish the Sexlinger Farmhouse and
Orchard.
2. Receive public testimony on alternatives to the demolition of the Sexlinger
Farmhouse and Orchard.

3. Appoint an ad hoc subcommittee of the Historic Resources Commission to
investigate alternatives to demolition of the Sexlinger Farmhouse and
Orchard.
Principal Planner Vince Fregoso presented the staff report and recommendation.
The public hearing was opened.
' Public speaking in favor of preserving the orchard: Nick Spain with Save Our
Orchard Coalition (is seeking buyers to preserve the historic property); Brian
Bensley, with Save Our Orchard Coalition and Deborah Strunk, Portola Park
resident, on behalf of Save Our Orchard Coalition; Elaine Cali, resident,
recommended including members of Save Our Orchard Coalition with the ad hoc
committee, stated the 240 day period technically should end February 9, 2013
not when the plumbing permit was pulled; staff to verify. Steve Ray, Green
Orange radio host, spoke in support of project asked to work with ad hoc
committee. Deborah Davis, Irvine resident, in support of saving the orchard and
farmhouse proposed strategic plan for emergency/homeless shelter for women
over 50.
Matt Forrest, resident, does not support residential development in the middle of
the park and elementary school, recommends study for sustaining urban
agriculture and expanding the open space.
Dwight Schroeder, resident, supports preservation of orchard and not
commercial development. The public hearing was closed.
MOTION:
1. Receive public testimony on alternatives to the demolition of the Sexiinger
