I encourage you to continue to your good judgment and keep Mr. Paul Walters our City Manager. Mr. Paul Walters has been instrumental, as Police Chief, in changing the perception of Santa Ana from a gang riddled city to a flourishing safe, downtown with nightlife, while creating Santa Ana as a destination city. Mr. Paul Walters is a true asset to our City of Santa Ana. He has built one of the finest police departments in the nation; he has extensive knowledge of our city and has spent years developing close relationships with our elected officials as well as members of the community. His resume for this position is unmatched. His qualifications are unmatched; he is the right choice for our city and I trust you will see he is more than qualified in this position. Mr. Paul Walters has supported our City in all his past efforts, he has a strong vision for our City and it's time we all work together and support Mr. Paul Walters as our City Manager. He is an honest, hard working individual with integrity and unbelievable talent. He has earn ed the respect of the residents and business owners of Santa Ana. Paul Walters has done an excellent job for this city since he became City Manager. He is a tireless worker. He brought us successfully out of a financial crisis. He makes the nuts an d bolts of this city function effectively. Prior to holding this position, he ran a police department to take pride in. He knows every inch of this city and its needs. On January23 you will be deciding the employment status of Paul Walters, deciding whether or not to fire a man known for his good work. What is the reason for this action? In the last year he has also made decisions that have helped the city of Santa Ana come back from a near bankruptcy. I cannot understand why you would want to get rid of such a Fne man who has an impeccable track record. He is a wonderful manager and has years of experience in managing as a leader who is prudent about financial issues. Walters of his duties as Santa Ana City Manager. - = If there is anyone who has the sterling qualities, education and vast experience to be at'tfie helm as City Manager, it is Paul Walters. His innovative mindset and prudent financial policies and expertise enable him to lead with sound principles and great confidence. He is a stellar example of what a public servant should be. He is, without argument, a vanguard among leaders who holds integrity and service in great esteem. It is important for the Council to understand that the people voted you into office to make decisions with the community's best interest at heart and not simply acting on your personal preferences. That is the definition of a public servant who can be held above reproach. We are certain you desire to be seen in that light so therefore it is incumbent upon each of you to decry any ill feelings or individual vendettas or agendas you might have and promote the best person for the City Manager position rather than making decisions for personal or political expediency. You will do well to remember that in politics all actions can come back to haunt you in future elections. The Chamber board respects the City Council's right to make its own decision as to the important position of city manager and offers the board's insights below merely to assist the Council in making this important decision_ For decades in his previous role as chief of the police department and now as city manager, Mr. Walters has earned a long- standing reputation as a supporter and defender of the local business community, as evidenced by years of interaction with the Chamber of Commerce and its member businesses. Upon his appointment as acting city manager, Mr. Walters and his staff sought to strengthen the relationship between City Hall and the Chamber, through in- person meetings with our executives and through attendance at many of our Chamber events. This is very disturbing news that would certainly have an adverse effect on our city in many ways. Paul Walters has led the most outstanding law enforcement department in the state of California as Chief of the Santa Ana Police Department. His philosophy and style of Community Policing has earned him nation -wide awards and recognition. He brings that same experienced leadership, financially and managerially, along with his impeccable integrity to his role as our City Manager. There is no one who could be a replacement for Paul in the position of managing the city because he is, and has always been, at the top of the scale in his business dealings, in his education and in his solid experience. Please don't let politics drive this issue. To put it in context it was Abraham Lincoln who said, "There was an old Dutch farmer, who remarked to a companion once and said it is not best to swap horses when crossing streams." It would seriously change the dynamics of business in the city, including the future prospects of the financial viability of Santa Ana. Paul Walters has done an excellent job in his position of city manager. His leadership gives business owners confidence in conducting our business here in Santa Ana. The effect to the city tax revenue without Walters savvy business sense could also cause some business to leave the city. We do not need to see a situation like this take place. As a business owner I understand this. Paul Walters led the most professional and finest police department as Chief of Police here which is comparable to his position as city manager. It comes back to the managing of a clean, safe and financially stable city. He has a proven track record of doing exactly that. This witch Maunt- jri!ill not be supported at the polls come election. Keep in mind that Paul Walters has a longstanding history with the residents of Santa Ana. His record is exemplary and he has gained national recognition and merit for his innovative policing making and thinking. He has shown exemplary service, dedication and loyalty to the voters of Santa Ana both fiscally and promoting public safety. Both prudent management and safe communities bring about an increase in revenue and business for the city. Let's be prudent with choices and decisions as you owe it to your constituents to provide wise judgment and represent their concerns. ask that you contemplate the asset that Paul Walters has brought to the city. He is a critical and analytical thinker his leadership and out of the box strategies have brought so much positive change to the city of Santa Ana. If anything you should look at ways you can partner and work together to bring positive change for the voters and residents of this city. I challenge you to review your motives and make a decision based on integrity and the voice of the voters and not political bullying and cronyism this is a democracy and we do not expect thug like political tactics from our elected officials. Take pride in your position and make a just decision that represents true character. That is the change and qualifications the voters will remember come Election Day.
