Filed by City of Santa Ana to place and categorize as Key the structure at 2453
' North Riverside Drive (Walker House) on the Santa Ana Register of Historical
Properties.

RECOMMENDATION:
Adopt a resolution approving Historic Resources Commission Application No.
2012-03 and Historic Register Categorization No. 2012-03.
Principal Planner Sergio Klotz presented the staff report and recommendation.
The public hearing was opened. No public members spoke. The public hearing
was closed.

BUSINESS CALENDAR
C. UPDATE ON THE SEXLINGER FARMHOUSE AND ORCHARD PROJECT AT
1584 EAST SANTA CLARA AVENUE
Principal Planner Vince Fregoso provided a memorandum to the Commissioners
with an update regarding the status of the investigation required by Section 30-7
of the Santa Ana Municipal Code regarding the Sexlinger Farmhouse and
Orange Orchard.
Commissioner Hitterdale recommended that the organizations listed should
include the Discovery Science Center.
Jeannie Gillett, speaking as a member of the public, provided an update on the
' Save the Orchard Coalition. The organization, now named The Old Orchard
Conservancy, is seeking tax exempt status as a 501(c)3 non-profit and has been
in contact with the property owners to discuss the purchase of the property.
D. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2012-04
Filed by the City of Santa Ana to execute a historic property preservation
agreement with Lazlo and Patricia Biro for the structure located at 2002 North
Heliotrope Drive.

RECOMMENDATION:
Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with Lazlo and Patricia Biro, property
owners for the structure located at 2002 North Heliotrope Drive, subject to non-
substantive changes approved by the City Manager and City Attorney.
E. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2012-05
Filed by the City of Santa Ana to execute a historic property preservation
agreement with James B. and Gretchen Joy Penner for the structure located at
2453 North Riverside Drive.
RECOMMENDATION:
Recommend that the City Council authorize the City Manager and Clerk of the
Council to execute the attached agreement with James B. and Gretchen Joy
Penner, property owners for the structure located at 2453 North Riverside Drive,
subject to non-substantive changes approved by the City Manager and City
Attorney.
MOTION: Recommend that the City Council authorize the City Manager and Clerk
of the Council to execute the attached agreements for both items D 8~ E.
Commission indicated correction to the resolution regarding "Interim" City
Manager should read City Manager.

2. PUBLIC COMMENTS (items not on the auenda)
Jeannie Gillett announced the passing of James D. Sleeper, Orange County
historian. A memorial service will be held at Fairhaven's Waverley Chapel at
noon on Friday, October 12. She announced the Santa Ana Historical Society's
15~h annual Cemetery Tour, on Saturday, October 20 and the California
Preservation Conference on May 2-3, 2013, in which The Old Orchard
Conservancy will have a participating workshop.
STAFF AND COMMISSION GOMMENTS
3. STAFF COMMENTS
Planning Manager Haluza announced the community workshops regarding the
General Plan Circulation Element Update and the Harbor Corridor Plan to be
held on Wednesday, October 10 starting at 5:30 p.m. at Madison Elementary
School and on Saturday, October 13 starting at 9:30 a.m. at the Plumbers and
Steamfitters Local Union Building at 3904 West First Street. The workshops will
share complete street ideas, proposed new bicycle lanes and routes, pedestrian
opportunity areas, and updates to the goals and policies for the Circulation
Element as welt as introduce the draft land use and circulation concepts for the
Harbor Corridor Plan.

4. HISTORIC RESOURCES COMMISSION COMMENTS
Commissioner Mortin will provide an informational flyer regarding an upcoming
preservation workshop at the Old Orange County Courthouse; staff will distribute
to the Historic Resources Commission.

Commissioner Polce announced his resignation due to his recent move out of
Santa Ana and thanked the Commission.
5. EXCUSE OF ABSENCES
Commissioner Christy moved to excuse the absence of Commissioner
Bustamante; motion was seconded by Commissioner Mortin and unanimously
approved by the Historic Resources Commission with a vote of 6:0.
