Approve the revision of the Administrative Plan and the submission to the Department of Housing and Urban Development. COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its Regular Meeting of March 5, 2013, by a vote of 6:0, the Community Redevelopment and Housing Commission recommended that the Housing Authority adopt a resolution to approve and submit the Annual Plan to the United States Department of Housing and Urban Development, and approve the revision of the Administrative Plan and the submission to the Department of Housing and Urban Development. DISCUSSION The U. S. Department of Housing and Urban Development (HUD) requires housing authorities that administer a Housing Choice Voucher (HCV) Rental Assistance program to have an Annual Plan and Administrative Plan. The purpose of the Housing Authority's Annual Plan is to advise HUD, program participants and members of the public of its policies and procedures to serve the needs of very low-income families. The purpose of the Administrative Plan is to describe the Authority's policies and procedures to implement the HCV program in Santa Ana. The Annual Plan (Exhibit 1) provides detailed information about the current operations of the Housing Authority, including programs, participants, services for the upcoming year, and any Submission of the Housing Authority Annual Plan and Administrative Plan Revision April 1, 2013 Page 2 operational or tenant concerns. The Housing Authority scheduled a Tenant Advisory meeting on January 24, 2013. Notices were sent to 1,548 participants in the HCV program in English, Spanish and Vietnamese, Fifty-eight program participants attended the meeting. The summary of responses from participants are contained in the Annual Plan. The Administrative Plan serves as supporting documentation for the Annual Plan. The Authority's Administrative Plan (Exhibit 2) was last adopted in April 2012. The Administrative Plan must be revised to ensure compliance with regulatory changes made by HUD and policy and procedure changes proposed by the Authority. Regulatory Change to Chapter 6 (Annual Exclusions from Annual Income, page 6-23 (s) through (W))~ • Updated list of excluded income Policy change to Chapter 12 (Mandatory Termination of Assistance/Insufficient Funding, page 12- 6): • Currently the Administrative Plan states, in the event of insufficient funding, we will terminate families and Housing Assistance Payment Contracts based on the most recent date of admission. This means that the last families who were admitted to the program would be removed first. The authority is now proposing to conduct a lotteryto place families in order to be terminated, excluding elderly or disabled head or spouse and project-based projects. Families will be placed back on the wait list and would be assisted once funding became available. HUD regulations require a 45-day comment period. On January 15, 2013, notification was published that the draft plans were available for review. The public comment period ended March 5, 2013. No written comments were received.
