RECOMMENDED ACTION
Renew the contract with Galls, LLC and Quartermaster for the purchase of body armor vests for a
one-year period in an annual amount not to exceed $50,000.
DISCUSSION
Police Officers are required to wear body armor (ballistic) vests for protection and safety while
performing their field duties. These concealable ballistic vests have a warranty and life expectancy of
five years. This contract allows the Police Department to keep 300 officers outfitted in a National
Institute of Justice (NIJ) Standard 0101.06 Ballistic-Resistant Armor Level II vest at all times; abiding
by the warranty standards. Two ballistic vests that meet all specifications and requirements are
offered, ensuring availability and comfort.
On April 4, 2011 the City Council awarded a contract to Galls, LLC and Quartermaster for a two-year
period, with provisions for two one-year renewals. Both vendors have performed satisfactorily during
the past contract period and have agreed to renew the contract. Staff recommends the first renewal
of the contract at an annual amount of $50,000 based on past usage and staff projections.
FISCAL IMPACT
Funds are available in the Criminal Activities D.O.J account (no. 02614450 63001).
