The first criterion for selection requires that structures be 50 or mare years old. As detailed in the following property description, the structure proposed for placement on the Register meet the minimum age criterion. The analysis further indicates the criteria the property meets for consideration of historic designation. No known code violations exist at this property. 2418 North Poinsettia Street -Stanley House {HRCAIHRC Nos. 2013-01 ). The Stanley House is a good example of periad architecture and was built in 1925. It is a Spanish Colonial Revival style and is in excellent condition. The first owner was Mr. and Mrs. Neil Stanley. Mr. Stanley worked in the newspaper business. Character defining features of the Stanley House that should be preserved include, but may not be limited to, exterior materials, original windows where extant, front porch configuration. It is recommended to be designated to the Santa Ana Register of Historical Properties and categorized as "Contributive", and is a good example of period architecture (Exhibit 2}. Public Notification The subject site is located within the Park Santiago neighborhood. The president of this Neighborhood Association was notified by mail 10 days prior to this public hearing. In addition, Park Santiago Neighborhood president was contacted to ensure that they were notified of the project and to see if there were any areas of concern. No areas of concern were identified by the Neighborhood Association president, nor was there a request that the applicant present the project to a meeting of their members. The project site was posted with a notice advertising this public hearing, a notice was published in the Orange County Reporter and mailed notices were sent to all property owners within 500 feet of the project site. At the time of this printing, no correspondence, either written or electronic, had been received from any members of the public. CEQA Com liance In accordance with the California Environmental Quality Act, the recommended actions are exempt from further review under Section 15331, Class 31, as these actions are designed to preserve historic resources. Categorical Exemption will be filed for this project. The Spanish Colonial Revival flourished between 1915 and 1940, reaching its apex during the 1920s and 1930s. The movement received widespread attention after the Panama-California Exposition in San Diego in 1915, where lavish interpretations of Spanish and Mexican prototypes were showcased. Easily recognizable hallmarks of the Spanish Colonial Revival are low-pitched roofs, usually with little or no overhangs and red file roof coverings, flat roofs surrounded by tiled parapets, and stuccoed walls. The Spanish vocabulary also includes arches, asymmetry, balconies and patios, window grilles, and wood, wrought iron, tile, or stone decorative elements. SUMMARYICONCLUSION: The Stanley House qualifies for listing in the Santa Ana Register of Historical Properties under Criterion 1 far its representation of the distinguishing characteristics of the Craftsman style. Additionally, the house has been categorized as "Contributive" because it "contributes to the overall character and history" of the Park Santiago neighborhood, and, as a Craftsman bungalow, "is a good example of period architec#ure" (Municipal Code, Section 30-2.2j. Significance (continued): The Stanley House is located in the Park Santiago neighborhood, near the present northern city limits of Santa Ana and substantially north of the original city core. The neighborhood is boundod by Santiago Creek and Paris on the north, East Seventeenth Street on the south, North Lincoln Avenue on the east, North Main Street on the west, and the !-5 freeway on the southwost. In large part these boundaries reflect the transportation lines that were constructed towards the end of the nineteenth century and at the beginning of fhe twentieth century, when the Pacific Electric interurban railroad ran up Main Street; the Atchison, Topoka, and Santa Fe tracks followed Lincoln; and the Southern Pacific Railroad right-of--way mirrored the freeway route. This area remained primarily agricultural we!! info the 1920s. As of 1905, the city directorios listed around Iwenty households on East Santa Clara, Twentieth Street, uC Street" (now North Santiago Street}, North Bush Street and North Main Avenue, site only streets in the area at the time. The vast majority of the residents were rancfters. sy 1911, the number of households had increased to about thirty, and Edgewood Road and Valencia Street had been partially laid out but most residents continuod to list "rancher" or "fruit grower" as their occupation in the city directories. This pattern of land use was evident on the 1912 plat map of the City, which illustrated two small, Craftsman era subdivisions along Sush north of Santa Clara and on Valencia and Poinsettia south of Twentieth Street, with the remaining area divided into larger, agric~rltural parcels held by approximately forfy landowners. While the area east of Santiaga Street was not subdivided until after the mid-i 920s, most of the present day streets west of Santiago had been laid out when the City was mapped in 1923. Ranching continued to be the most prevalent occupation in the neighborhood, but increasing numbors of professionals, small business owners, merchants, and people in service professions such as painters, electricians, and carpenters made their homes in tho western half of the neighborhood during the 1920s and 1930s. The area also attracted several city and county officials, including the City Attorney (Z. 8. West Jr., 321 East Santa Clara Avenue), County Supervisor, First District (C. H. Chapman, 2315 North Santiago Street), County Surveyor (E. H. Irwin, 2407 North Santiago StreetJ, and Count y Auditor (w!liam C. Jerome, 2422 Poinsettia StreetJ. Drs. Chan and Quynh Kieu were the owners at that time, and were not in favor of the designation. The item was continued to the Commission's September 4, 2003 meeting to allow the owners time to gain knowledge about the potential benefits andlor restrictions related to historic designation. On September 4, 2003, the owners requested additional time to discuss the designation. The item was continued to October 2, 2003. On October 2, 2003, the property owners still objected to the historic designation, and they requested a three month continuance so they could proceed on roof repairs. However, the Historic Resources Commission voted unanimously to designate the property and categorize as Landmark. The applicants appealed the action to the City Council and the application was brought to the December 1, 2003 Council meeting, It was continued to the January 5, 2004 meeting, and continued again to February 2, 2004. At the February meeting the City Council upheld the Historic Resources Commission action to designate the property to the Santa Ana Register of Historical Properties and subsequent categorization by denying the appeal. In November of 2006, the property owners were cited for unpermitted work which included remodeling the cornice, canopy, and balcony areas with heavy stucco covered Styrofoam trim. The unpermitted work was contrary to the Art Moderne style of architecture, and did not meet the Secretary of the Interior's Standards. Since the owners did not comply with the citation, the City filed misdemeanor charges in Superior Court. The owners then filed a Historic Exterior Modification Application (HEMA) to obtain a Certificate of Appropriateness for the alterations. The Historic Resources Commission met on this item on October 4, 2007, and the HEMA was approved with conditions that the size of the balcony trim be reduced by half, and the cornice line be deemphasized through the use of a lighter color thereby complying with the citation and the Secretary of the Interior's Standards for Rehabilitation. The court case was resolved. On November 10, 2012, a complaint was filed with the City for further unpermitted work at the Maharajah House including 10 window change-outs, The windows in question were steel casement windows, the most common type of window used in the Art Moderne style of architecture. They have been changed to aluminum sliding windows. The applicants request the property be removed from the SARHP. Proiect Analysis The applicants' request to have the Maharajah House removed from the SARHP is due to their view that alterations made to the home in 1993, 1997, and 1998 have substantially altered the structure's style (Exhibit 3). The alterations include bedroomlbath additions and the enclosure of balconies, creating sunrooms. Other alterations are to the interior. HR-2013-01-RM~, March 7, 2013 Page 3 Placement in the SARHP requires documentation that demonstrates the resource has historic or cultural significance based on the location, design, event, setting, materials andlor association. A resource may have historiclcultural significance because of its connection with a pattern or trend in history. The integrity of a resource is also evaluated to determine if the structure retains enough physical characteristics to convey the historic architectural appearance that existed during the building's period(s) of significance. Based on the evaluation, a resource may be eligible under one of the following six criteria [SAMC 30-2 (1) through (6)]: 1) Distinguished architectural style or period; 2) Notable works that have influenced architectural development; 3) Rare structures or design; 4) Places or buildings with historical significance; 5} Sites of archaeological importance; and 6) Connection with a business or use once common but now rare. The Maharajah House was placed on the SARHP for its architectural style, Criterion One; and its connection with the Maharajah of Indore, Criterion Four. • Santa Ana Register Criterion One [SAMC 30-2 (1 }] The integrity of the Art Moderne design has been affected by the 1993 and 1997 addition and remodels, but the home retains its cultural and architectural integrity as an example of the Arl Moderne style of architecture. The alterations do not substantially affect the primary elevations, and the building retains its architectural significance. • Santa Ana Register Criterion Four [SAMC 30-2 (6)] The property is also culturally significant because of its association with the Maharajah of Indore who commissioned the construction of the house, and lived in the home with his wife and daughter for a little over a year. When the Maharajah and his Maharani returned to India, they left their daughter to be raised in the house so she could continue to attend public schools. The Maharajah governed Indore since the abdication of his father in his favor in 1926. The Maharajah and his American Maharani returned to India fallowing an only one-year residence in the house, leaving Princess Usha in the care of a governess in Santa Ana, where she continued to attend public schools. The pair divorced in 1943. The Maharajah married again, to another American, who bore him four children including a male heir, but Princess Usha, as the only offspring barn of an Indian woman, succeeded her father as ruler in 1961 following the death of her father. Marguerite, who also remarried, remained in the house until 1952. As of 1994, Princess Usha occupied one of the Holkar's hereditary palaces in India, although, other information indicates that she was stripped of her rank and titles by the Indian state in 1970. HR-2093-09-RM1- March 7, 209 3 Page 4 Removal of a property from the Santa Ana Register of Historical Properties requires that one of the following findings be made pursuant to Section 30-2.3 of the SAMC: 1) The building, structure, object or site does not meet the criteria fior being placed on the city register of historical properties; or 2) Discovery of information subsequent to placement on the register of historical properties regarding the significance of the building, structure, object or site, such that the criteria for placement on the city register of historical properties is not met; or 3) The building, structure, object or site has been substantially damaged or destroyed by a catastrophic event such that it no longer meets the criteria for placement on the city register of historical properties; or 4) There has been a loss of the integrity of the building, structure, object or site, provided the loss of integrity was not the result of any illegal act or willful neglect by the owner or agent of the owner; or 5) The owner proves that helshe would have no economically viable use of the property unless the building, structure, object or site is removed from the register of historic properties. The applicants state that the structure should be removed from the Register based on criteria One and Three. • Santa Ana Register Criterion One [SAMC 30-2.3-1] The applicant states that the earlier alterations, not made by them but were permitted, denigrate the architecture thereby rendering it ineligible for historic designation {Exhibit 3}. As stated above, the City maintains that the alterations do not greatly affect the primary elevations, and that this structure was designated knowing this alteration was in place and still determined it historic. • Santa Ana Register Criterion Four [SAMC 30-2.3-2] The applicant believes this criterion is applicable as the alterations have "substantially changed" the architectural style of the residence, thereby rendering it ineligible far historic designation. The applicant also states that the flat roof has been rendered structurally unsound and must be replaced with a pitched roof {Exhibit ~). The City maintains that, as illustrated by the many structures throughout Santa Ana that have flat roofs, the roof can be repaired without altering its pitch. Further, a pitched roof on this structure would substantially alter a character defining feature of the property. H R-2013-01-RMS. CEQA Compliance In accordance with the California Environmental Quality Act, the proposed project has been determined to be a Statutory Exemption per Section 15270 as CEQA does not apply when a public agency rejects or disapproves a project. Should the Commission wish to approve this action and remove this property from the Santa Ana Register of Historical Properties, the Commission would have to find that the original findings were in error, and that the subject site does not meet the criteria for being placed on the city register of historical properties. The de-listing would also potentially trigger further review under CEQA, up to and including the preparation of an Environmental Impact Report. As of 1994, according to one account (Marsh), Princess Usha occupied one of the Holka['s heredifary palaces in India, although, other information (°Indore: The Holkar Dynasty"} indicates that she was stripped of her rank and titles by the Indian state in 1970 The Maharajah House is located in Floral Park, a neighborhood northwest of downtown Santa Ana bounded by Wast Seventeenth Street, North Flower Street, Riverside Drive, and Broadway Groves of oranges, avocados, and walnuts and widely scattered ranch houses characterized this area before 1920. Developer and builder Allison Honer (1897-1981), credited as the subdivider and builder of a major portion of northwest Santa Ana, arrived in Santa Ana from t3eaver Falls, New York in 1922 (Talbert, pages 353-356}. Before nightfall an the day of his amval, Mr. Honer purchased a parcel of land. And that month, he began building cusfom homes in Santa Ana" (Oran e Counf Re ister September 15, 1981). Tha parcel chosen became the Floral Park subdivisfon between Seventeenth Street and Santiago Creek. "When built in fha 1920s, the Floral Park homes were the most Lavish and expensive in the area. They sold for about $45,000 each" (Orange County Register. September i5, 1981}. Revival architecture in a wide variety of romantic styles was celebrated in the i920s acrd 1930s and Flora! Park showcased examples of the English Tudor, French Norman, Spanish Colonial, and Colonial Revival. The Allison HonerCanstruction Company went on fo complete such notable projects as the 1935 Art Deco styled Old Santa Ana City Hall, the E! Toro Marine Base during World Wart!, and the 1980 Honer Shopping Plaza. Honer lived in the neighborhood he had helped to create, at 1315 West Santa Clara Avenue. In the late 1920s and 1930s, another builder, Roy Roscoe Russell (1881-1965), continued developing the groves of Flora! Park. An early Russell project was Iris 1928 subdivision of Victoria Drive between West Nineteenth Street and West Santa Clara Avenue. The homes were quite grand and displayed various revival styles, including Russell's own Large, Colonial Revival mansion at 2009 Victoria Drive. !n the early post World War 1I years, Floral Park continued ifs development as numerous, smaller, single-family houses were built. Continuing in the Floral Park tradition, they were mostly revive! in style. In the 1950s, low, horizontal Ranch Style houses completed the growth of Floral Park. Today (2003) Floral Park maintains ifs identity as the premier neighborhood of Santa Ana, historically home to many alflusnt and prominent citizens. EXHIBIT 4 RQH - o3IO7/13 RESOLUTION NO. 2013-XXX A RESOLUTION OF THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA DENYING THE REMOVAL OF THE PROPERTY LOCATED AT 2221 NORTH HELIOTROPE DRIVE FROM THE SANTA ANA REGISTER OF HISTORICAL PROPERTIES BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The Historic. Resources Commission of the City of Santa Ana hereby finds, determines and declares as follows; A. On October 2, 2003, the Maharaja House, located at 2221 North Heliotrope Drive, was individually listed " on the Santa Ana Register of Historical Properties and categorized as Landmark by the Historic Resources Commission, HRC No. 2003-34 and HRCA No. 2003-30. The Maharaja House was placed on the Register for its Art Moderns architectural style and its connection with the Maharaja of indore, India. B. The applicants, Chan and Quynh Kieu, filed an application for Historic Register No. 2013-01-RML to allow the removal of the Maharajah House, at 2221 North Heliotrope Drive, from the Santa Ana Register of Historical Properties. C. On March 7, 2013, the Historic Resources Commission held a duly noticed public hearing to consider Historic Register No. 2013-01-RML for the removal of the Maharaja House, located at 2221 North Heliotrope Drive, from the Santa Ana Register of Historical Properties. D. Santa Ana Municipal Code section 30-2.3 requires that at least one of a set of specific findings be made in order to remove a property from the Santa Ana Register of Historical Properties. E. After further evaluation of the structure at 2221 North Heliotrope Drive, the Historic Resources Commission does not find sufficient criteria and findings for removal of the property from the Santa Ana Register of Historical Properties: 1. Santa Ana Register Criterion One [SAMC 30-2.3(1)]: The applicant slates that the earlier alterations, which were not made by them, but were permitted, denigrated the architecture, thereby rendering it Resolution N©. 2o13-XXX Page 1 of 3 ineligible for historic designation. However, the Commission finds that the alterations do not greatly affect the primary elevations, and that this structure was designated knowing this alteration was in place and still determined it historic. 2. Santa Ana Register Criterion i=our [SAMC 30-2.3(4)]: The applicant believes this criterion is applicable as the alterations have "substantially changed" the architectural style of the residence, thereby rendering it ineligible for historic designation. The applicant also states that the flat roof has been rendered structurally unsound and must be replaced with a pitched roof. However, the Commission finds that, as illustrated by -the many .structures throughout Santa Ana that have flat roofs, the roof can be repaired. without altering its pitch. Further, a pitched roof an this structure would substantially alter a character defining feature of the property. 3. Therefore, the subject property does not meet the criterion for removal from the Santa Ana Register of Historical Properties pursuant to Section 30-2.3 of the Santa Ana Municipal Code. F. In accordance with the California Environmental Quality Act, the proposed project has been determined to be a Statutory Exemption per Section 15270 as CEQA does not apply when a public agency rejects or disapproves a project. Should the Commission wish to approve this action and remove this property from the Santa Ana Register of Historical Properties, the Commission would have to find that the original findings were in error, and that the subject site does not meet the criteria for being placed on the city register of historical properties. The de-listing would also potentially trigger further review under CEQA, up to and including the preparation of an Environmental Impact Report. Section 2: The Historic Resources Commission of the City of Santa Ana, after conducting the public hearing, hereby denies Historic Register No. 201301-RML to remove the Maharaja House, located at 2221 North Heliotrope Drive, HRC No. 200334 and HRCA No. 2003-30, from the Santa Ana Register of Historical Properties. This decision is based upon the evidence submitted at the above said hearing, which includes, but is not limited to: the Staff report and exhibits attached thereto, and the public testimony, all of which are incorporated herein by this reference.
