El Ordinance on 15' Reading pn len ea / ❑ Ordinance on 2ntl Reading cm-.fOc/ . ❑ Implementing Resolution /nierrsl ❑ Set Public Hearing For CONTINUED TO FILE NUMBER Direct the Agency General Counsel to prepare and authorize the Executive Director to execute an amendment to the agreement with Clark & Green Associates for landscape architectural design services for an additional amount of $15,000 for a total contract amount of $65,000. DISCUSSION The Community Redevelopment Agency has embarked on a business retention and expansion effort for the Santa Ana Auto Mall. There are currently nine new car dealers in the mall generating over $3.7 million in annual sales tax revenue for the City's General Fund. Given industry trends over the past several years favoring new car dealer consolidations, it has become necessary to provide larger lots to accommodate increased car inventories for dealerships. To date, the Agency has acquired properties totaling 4.23 acres along the Edinger Avenue frontage (1941 -2009 E. Edinger Avenue) to accommodate the expansion of Crevier BMW. The first phase of the expansion will include conveyance of the parcel to Crevier for the parking structure. In August 2002, the Agency entered into an agreement with Clark & Green Associates to assist with developing a landscape design concept (including signage and fencing color scheme) for the Auto Mall frontage and entries. This was done so that any future development along the Edinger Avenue frontage would be designed in a manner compatible with the existing mall and to reinvigorate the mall's appearance with a fresh look. In May 2004 the agreement was amended to include funds for 1 4 Amendment to Agreement with Clark & Green Associates for Landscape Design Services January 3, 2005 Page 2 evaluation of the mall's interior common area landscaping in conjunction with the Dealers Association, to ensure a more cohesive approach to upgrading the appearance of the mall. This work is nearing completion; however, due to the complexity and time involved with working with the Dealers Association and to accommodate future design work for the Auto Mall entryways, additional funding is necessary. It is recommended that the Agency amend the agreement with Clark & Green Associates to allow additional work to be performed for the Auto Mall and for other Agency projects, should the need arise. Clark & Green, represented by Mike Green, is a very experienced landscape architecture firm. In fact, Mr. Green was directly involved in the initial landscape design and development of the Santa Ana Auto Mall. ENVIRONMENTAL IMPACT In accordance with the California Environmental Quality Act, the proposed request is not considered a project; therefore, no further action is required. FISCAL IMPACT Funds are available in the South Main Redevelopment Capital Project account (account no. 552 - 936 -6291, project no. 9257). V✓ Patricia C.
