Select The Olson Company as the developer and direct the Executive
Director to negotiate the terms and conditions of a Disposition and
Development Agreement for the development of the following as Assessor
Parcel Numbers 011 - 061 - 27,28; 011 - 062 - 25,26; 108- 331 -01; 108 - 373 -24; 398-
282-05; 398 - 292 -25; 003 - 113 - 03,36; 016 - 082 -48; 400 - 181- 29,30; 400 -182-
30,14,15; 398 - 082 - 17,30,31; 011 - 065 - 17,12,13,14,18,19; 108 - 601 - 24,25,3;
108 - 601 - 04,05,03; 011 - 062 - 32,33,34; and 003 - 122 - 23,16,20,19,12.
DISCUSSION
One of the objectives of the Redevelopment Agency is to expand and
preserve affordable housing. The Agency owns 13 sites, which will
accommodate the development of approximately 30 single - family homes.
Staff has been engaged in selecting the best - qualified developer for
these properties. The following steps were taken for the purpose of
selecting a developer with whom staff could negotiate the terms of a
Disposition and Development Agreement for these sites.
• A notice announcing the availability of a Request for Qualifications
(RFQ) was published in the Orange County Register and mailed to more
than 100 developers. The RFQ was also posted on the City's webpage.
• A mandatory pre - submission workshop was held and was attended by 17
organizations.
• Seven Statements of Qualifications were received by the deadline.
• Based on the rating criteria, the three highest rated developers
were interviewed.

• Interviews were held to assess the strategies for the development of
these sites and review financials to determine financial capacity to
undertake this project.
• Lastly, a project specific budget was requested from the top two
development teams. Only The Olson Company submitted a budget.
Based on the Request for Qualifications process, staff is recommending
that we begin negotiations with The Olson Company. The Olson Company
brings to this project the experience and capacity necessary to
successfully develop, market and sell these homes.
We are proposing to enter into negotiations with The Olson Company for a
six -month period, during which time specific site plans will be developed
and the terms of a Disposition and Development Agreement will be
negotiated. This action does not commit the Agency to any specific
project nor does it exclude any future discussions with other developers
should agreement with The Olson Company not be reached.
ENVIRONMENTAL COMPLIANCE
Developer negotiations and preparation of a conceptual development plan
do not constitute a project under CEQA guidelines.
FISCAL IMPACT
There is no fiscal impact associated with this action.
