PARTNERSHIP RECOGNITION
Purpose
The purpose of this memorandum is to acknowledge the on -going relationship between the City
of Santa Ana and the Municipality of Santa Catarina Pinula, Guatemala and to officially
recognize it as a CityLinks Partnership under the AMUPREV Program: MUNICIPAL
PARTNERSHIPS FOR VIOLENCE PREVENTION IN CENTRAL AMERICA ( AMUPREV)
The AMUPREV Program is implemented by the International City /County Management Association
(ICMA) with funding provided by the United States Agency for International Development (USAID)
Bureau for Latin America and the Caribbean (LAC) and the Central America Regional Security
Initiative (CARSI). The objectives of AMUPREV are (1) to promote comprehensive municipal -based
violence prevention strategies and programs with key Central American stakeholders and foster
development of regional peer knowledge networks; and (2) to provide training and technical assistance
to local governments and community groups, in coordination with national police efforts and other
municipal -based programs.
ICMA has worked with key institutions in the region to promote the first objective and engage in
outreach. ICMA developed a Toolkit for municipalities to use to promote the creation of municipal -led
mechanisms to provide leadership in bringing together key stakeholders to design and implement crime
and violence prevention programs. We have facilitated the participation of experts in national, regional
and international conferences and conducted workshops for municipal associations and municipal
stakeholders. We have developed a website (www.amuprev.ora) which showcases daily examples of
municipalities throughout Latin America which are taking the initiative to develop programs that are
building the foundation for crime prevention in their communities. To accomplish Objective 2, ICMA
has implemented a series of municipal partnerships with cities in the US (CityLinks Model) so that
the model of community- oriented policing and governance can be shared with municipalities throughout
the Region. Through this model, training and technical assistance has been provided to municipal
stakeholders to bring about a greater awareness of the need to prioritize and act upon violence and crime
prevention programs in a coordinated and comprehensive fashion.
The City of Santa Ana has been sharing information and experiences with the City of Santa Catarina
Pinula, Guatemala since January 2013. The City of Santa Ana has participated in two trips to Santa
Catarina Pinuta, in January 2013 and July 2013. Representatives from Santa Catarina Pinuta, Guatemala
traveled to Santa Ana in March 2013 where they were able to see first -hand how police and other
municipal staff interact with the community through their involvement in the design and implementation
of primary and secondary prevention programs. The agendas for the trips were constructed around
critical issues identified by the Santa Catarina Pinula Security Sub commission with a Focus on
Violence Prevention and included:
- Principles and practices of community - oriented policing
- Operation and strengthening of crime /violence prevention committees
- Recuperation of public spaces
- Youth rehabilitation and prevention programs /gang prevention
Whereas, the City of Santa Ana, California and the Municipality of Santa Catarina Pinula,
Guatemala hereby officially recognize their Partnership wider the terms of the AMUPREV
Cooperative Agreement with USAID (No. RLA- A- 00 -09- 00050 -00);
Whereas, each partner recognizes the need for, and is committed to exchanging information
and sharing expertise after the CityLinks AMUPREV Partnership has formally concluded;
Whereas, each partner desires to build linkages for, and actively engage a broad array of
participants, including relevant municipal staff and officials, police, citizens, community -based
and youth organizations, and the private and academic sectors in this exchange effort where
appropriate; and
Now, therefore, let it be agreed that the City of Santa Ana and the Santa Ana Police
Department and the municipality of Santa Catarina Pinula, Guatemala, having identified the
specific areas of focus of the Partnership, will continue to work cooperatively to develop and
execute activities in line with the goals of the AMUPREV Program.
ICMA —USAID Support
ICMA will assist exchange effort by providing program guidance, handling all liaison with
USAID, and finding approved travel and other support as needed during the duration of the
Partnership.
