Subject: Planning Commission Appointment
Honorable Mayor and Councilmembers:
My name is Noah Apodaca, and I've informed you of an ongoing effort underway by a misguided
group to create a bicycle trail across my family's and other's private residential property in the
Santiago Creek between the 5 Freeway and Jack Fisher Park.
These individuals have been involved in mischievous and illegal activities on these properties, and
they continue to misrepresent private residential property, as confirmed by the City's recent
topography and survey, as available for public works projects.
Disturbingly, the City Council appointed the vocal mouthpiece of this effort, Mr. Bruce Bauer, as a City
Parks Commissioner. I'm now informed that the Council may soon consider appointing Mr. Bauer to a
new position as a Planning Commissioner.
I write to communicate my opposition to this appointment, and to ensure Councilmembers and the
City Manager are aware that there is opposition in my neighborhood to this individual's perceived
continuing rise in power and influence within the City.

I do not know that Mr. Bauer has any background or experience in city parks management or
municipal planning. However I do know, as I was directly informed, that Mr. Bauer is a personal friend
of Councilmember Amezcua.
I draw your attention to the Council's Code of Ethics and Conduct:

The Council's responsibility is to protect and represent the interests of the citizens, and not to provide
advancement to particular individuals or give advantage to special interests.
I respectfully ask that the Council oppose any further appointments for Mr. Bauer.
If candidates for such positions are needed, I suggest the Council search for unbiased professionals
with the requisite qualifications.
We deserve better.
