MEMORANDUM OF UNDERSTANDING
BETWEEN
THE ORANGE COUNTY HUMPH TRAFFICKING TASK FORCE

FOR COOPERATION RELATING TO THE MUTUAL GOAL OS' IDENTIFYING, RESCUING, AND
SERVING VICTIMS OF HUMAN TRAFFICKING IN ORANGE COUNTY.
This Memorandum of Understanding, hereinafter referred to as "MOU ", shall
stand as evidence that the above parties agree to participate in an exchange
of services by coordinating the mission objectives of the Orange County Human
Trafficking Task Force ( OCHTTF).
The crime of human trafficking requires a comprehensive and collaborative
response between law enforcement, service providers and the community. The
MOU sets out the mutual understanding of the principles underlying the
relationship between the parties in matters concerning the planning and
delivery of law enforcement investigations, victim services and promoting
public awareness. By signing this MOU, the signing party agrees to:
Article 1
Collaborate productively with other OCHTTF members to help identify and serve
victims. Collaboration may include the following:
a) Cooperative programs and projects of mutual benefit, including
visits and exchange of experts or technical personnel
b) Organization and participation in conferences, courses, workshops,
events and other joint meetings of mutual interest
c) Exchange of technical data and information relating to
standardization and conformity of task force developmental assessments
d) Coordination of joint education programs or trainings to raise
competency in relation to human trafficking, law enforcement and victim
service provision
e) Other forms of cooperation as agreed by the parties
Article 2
Cooperative activities under this MOU shall be subject to the availability of
funds and personnel
Article 3
The parties should consult with each other before any information derived
from cooperation activities is disclosed for commercial or media purposes
Article 4
Abide by any confidentiality, safety, media relation, and intellectual
property agreements
a) Obtain permission to utilize, distribute or replicate any
intellectual property (e.g. PowerPoint, resource cards, etc.) or ideas
produced
b) Notify in written format of any media coverage that pertains to the
OCHTTF or will represent the OCHTTF in any manner
Article 5
Avoid conducting civilian investigations or like activities that may
adversely affect the confidence of the public in program operations in
matters of public safety and integrity of law enforcement investigations
Article 6
Any issues arising from the interpretation or implementation of this MOU will
be settled through consultations between the parties
Article 7
Make a "good faith" effort to resolve any and all program implementation
challenges
Article 8
This MON will enter into force upon signature by both parties and remains in
force until December 31, 2015, unless terminated earlier by either party.
This MOU shall in no way be constructed as a contract. The Orange County
Human Trafficking Task Force is a multi- agency collaborative led by Community
Service Programs and Anaheim Police Department.
By signing here, each party signifies approval of this collaboration as
described in this document:
