HomeMy WebLinkAbout07/25/2012 (3)ZONING ADMINISTRATOR HEARING MINUTES JULY 25, 2012 CONDITIONAL USE PERMIT NO. 2012 -14 10:56 a.m. Mr. Sergio Klotz, Zoning Administrator, called to order the public hearing in the City Hall Ross Annex Conference Room 2001. Also in attendance were: Beth Aboulafia and Lisa Boylin, Applicants; Connie Hamilton, South Coast Neighborhood; Ali Pezeshkpour, Planning Intern; Eileen Greene and Monica Hernandez, Police Department; Ryan Hodge, City Attorney; and Jocelyn Magalona, Recording Secretary. Three emails were received: Judy Bryant and Becky Vargas stating their opposition to the project; and Connie Hamilton in support of the project. Mr. Pezeshkpour presented the staff report and recommendation for approval. Ms. Hamilton spoke in support of the project. Ms. Aboulafia provided background of the project followed by a request to amend Police Condition Nos. 9, 13, 14 and 17. Discussion and clarification followed regarding the applicant's request to amend some conditions which resulted in the following changes: Police Condition No. 9 was modified to state the employees alcohol training program be reviewed and approved by the Santa Ana Police department; Police Condition 13 was amended to allow wine smaller than 750 ml. be sold only in manufacturer pre - packaged multi -pack; Police Condition 14 was modified to allow sales of alcoholic beverages from 6:00 a.m. to midnight; and Police Condition 17 was amended to state cash registers be visible from all public areas. The Zoning Administrator inquired if the applicant agreed to all of the conditions. Ms. Aboulafia stated her agreement to all of the conditions. The Zoning Administrator noted Target's large square footage providing a convenience with a wide variety of products and merchandise, an alcohol sales training program in place and its location within a large commercial center. The Zoning Administrator adopted a resolution approving Conditional Use Permit No. 2012- 14 with amended conditions and authorized the Planning Commission to issue a Public Convenience and Necessity (PCN) letter.
