CONDITIONAL USE PERMIT NO. 2011 -12
10:38 a.m.
Mr. Vince Fregoso, Zoning Administrator, called to order the public hearing in the City Hall
Ross Annex Conference Room 2001.
Also in attendance were: Jennifer Chavez and Jason Austin, Walgreens; Ali Pezeshkpour,
Intern; Verny Carvajal, Senior Planner; Yolanda Pena and Mike McCoy, Police Department;
Ryan Hodge, City Attorney; and Jocelyn Magalona, Recording Secretary.
Verny Carvajal provided an update and recommendation for denial.
A letter was received from Joe Dixon from the Santa Ana Unified School District in
opposition to the project.
The Police Department stated an evaluation of Walgreen's ABC establishments in the cities
of Cypress, Garden Grove and Anaheim showed no administrative actions or red flags
related to alcohol sales. The Police Department was also satisfied with Walgreen's security
plan.

The Zoning Administrator stated he was satisfied with the Police Departments report and
will approve the project and authorize the Public Convenience and Necessity letter.
The Police Department provided a list of 21 conditions for approval along with two of the
Planning Department's conditions. Police Condition No. 13 was modified to reflect the
business can remain open until 11:00 p.m. Clarifications were given on Police Condition
Nos. 16, 17 and 21. The applicants were in agreement to all of the conditions.
The Zoning Administrator reviewed the findings of fact for approval with the following: that
the alcohol sales is a small part of Walgreen's business operation and will provide service
and product to the community; the project site is not located in a high crime area, the
research showed nothing out of the ordinary and Walgreens will provide an alcohol training
manual and program; it will help with the economic stability and will offer a similar playing
field with competitors; the conditions of approval will establish compliance; and the project
will not affect the General Plan.
The Zoning Administrator adopted a resolution approving Conditional Use Permit No. 2011-
12 with conditions.
The hearing adjourned at 10:58 a.m.
