COMMUNITY REDEVELOPMENT' AND HOUSING COMMISSION RECOMMENDATION
At its Regular Meeting of March 17, 2014, by a vote of 5:0, the Community Redevelopment and
Housing Commission recommended that the Housing Authority adopt a resolution to approve and
submit the Annual Plan to the United States Department of Housing and Urban Development and
approve the revision of the Administrative Plan and the submission to the Department of Housing
and Urban Development.
DISCUSSION
The U. S. Department of Housing and Urban Development (HUD) requires housing authorities that
administer a Housing Choice Voucher (HCV) Rental Assistance program to have an Annual Plan
and Administrative Plan. The purpose of the Santa Ana Housing Authority's Annual Plan is to
advise HUD, program participants and members of the public of its policies and procedures to
serve the needs of very low-income families. The purpose of the Administrative Plan is to describe
the Authority's policies and procedures to implement the HCV program in Santa Ana.
The Annual Plan (Exhibit 1) provides detailed information about the current operations of the
Housing Authority, including programs, participants, services for the upcoming year, and any
operational or tenant concerns. The Housing Authority held a Tenant Advisory meeting on

January 23, 2014 to solicit and inform participants of changes to the program that may impact
them. In addition, suggestions for improvements to the program were solicited (Exhibit 2). Notices
were sent to 1,562 participants of the HCV program living in Santa Ana, of which 59 attended the
tenant advisory meeting. Breakout sessions were held in English, Spanish and Vietnamese.
The Administrative Plan serves as supporting documentation for the Annual Plan. It informs the
public and staff about HCV regulations and explains how Santa Ana Housing Authority will
implement those regulations. The Administrative Plan (Exhibit 3) was last adopted in April 2012.
The Administrative Plan must be revised to ensure compliance with regulatory changes made by
HUD, and policy and procedure changes proposed by the Housing Authority. The following
sections were updated:
• Regulatory changes to portability procedures
• Clarification of Violence Against Women Act (VAWA)
• Process to open the wait list
HUD regulations require a 45-day comment period. On January 27, 2014, notification was
published that the draft plans were available for review. The public comment period ended March
12, 2014. All comments received will be included in the final documents submitted to HUD.

Housing Choice Voucher (HCV) homeownership is possible and participants are encouraged to have as a goal, however, a large funding gap exists
between available resources and the local for-sale market. FSS participants are still required to take homeownership classes. The Housing
Authority of the City of Santa Ana evaluates annually the number of IICVs that can be made available for project-based assistance within it's
jurisdiction of the City of Santa Ana. This will assist the jurisdiction's affordable housing needs supported by the Authority's Administrative Plan
and Consolidated Plan for the City of Santa Ana. During the fiscal year the Authority provided eight project-based vouchers in a project for
developmentally disabled individuals.

Housing Needs. Based on information provided by the applicable Consolidated Plan, information provided by HUD, and other generally available
data, make a reasonable effort to identify tile housing needs of the low-income, very low-incorne, and extremely low-income families who reside in
the jurisdiction served by the PHA, including elderly families, families with disabilities, and households of various races and ethnic groups, and

other families who are on the public housing and Section 8 tenant-based assistance waiting lists. The identification of housing needs must address
issues of affordability, supply, quality, accessibility, size oaf units, and location.
The recently completed Housing Element of` the City of Santa Ana's General Plan has identified as a goal 156 units of housing affordable to very
low income households and 122 units ofhousing affordable for low income households. Whereas the majority of the participants (60%) and
applicants (47%) only require 1- bedroom units. Of the overall renting population in Santa Ana, 45% have household of or more persons. The
most recent data regarding severe housing burden for renters by income level is 12% for very low, 601% for extremely low. Moderate housing
burden by income level is 61% very low and 82% extremely low, 50% of elderly renters are estimated to overpay for housing. Of tine l808
families on the wait list 11% are disabled. 22% are elderly. SAHA is providing 8 project based vouchers in a new construction project specifically
for the developmentally disabled population. This is a Population that we deterrained to have a rLullber of barriers to affordable housing.

participants on the impact of funding cats and the actions the Authority implemented to ensure there were not ;involuntary terminations.
Participants expressed gratitude for the Housing Choice Voucher Program and shared ideas on how to reduce program costs and
improve the program.

of 1937, as amended, which introduced 5-Year and Annual PHA Plans. The 5 -Year and Annual PHA plans provide a ready source for interested parties to locate basic
FHA policies, rules, and requirements concerning the PI IA's operations, programs, and services, and informs I-IUD, families served by the PHA, and members of the

5.1 Mission, A statement of the mission of the public housing agency

PHA Plan Elements. (24 CFR 903.7)
Eligibility, selection and Admissions Policies, including
Deco it centration and Wait Gist Procedures. Describe
the PHA's policies that govern resident or tenant
eligibility„ selection and admission including admission
preferences for both public housing and 'HCV and unit
assignment policies for public housing,, and procedures for
maintaining waiting hsts for admission to public housing
and address any site -based waiting lists.
Financial Resources. A statement of financial resources,
including a listing by general categories, of the PHA's
anticipated resources, such as PHA Operating, Capital and
other anticipated Federal resources available to the PHA,
as well as tenant rents and other income available to
support public housing or tenant -based assistance. The
statement also should include the non - Federal sources of
funds supporting each Federal program, and state the
planned use for the resources.

PHA governing rents charged for public housing and HCV
dwelling units.
4. Operation and Management. A statement of the rules,
standards, and policies of the PHA governing maintenance
management of Housing owned, assisted, or operated by
the public housing agency (which shall include measures
necessary for the prevention or eradication of pest
infestation, including cockroaches), and management of
the PHA and programs of the PHA.
5. Grievance Procedures. A description of the grievance
and informal hearing and review procedures that the PHA
makes available to its residents and applicants.
6. Designated Housing for Elderly and Disabled Families.
With respect to public housing projects owned, assisted, or
operated by the PHA, describe any projects (or portions
thereof), in the upcoming fiscal year, that the 'PHA has
designated or will apply for designation for occupancy by
elderly and disabled families, The description shall
include the following information: 1) development name
and number; 2) designation type; 3) application status; 4)
date the designation was approved, submitted, or planned
for submission, and; 5) the number of units affected.
Community Service and self - Sufficiency. A description
of: (1) Any programs relating to services and amenities
provided or offered to assisted families; (2) Any policies
or programs of the PHA for the enhancement of the
economic and social self-sufficiency of assisted families,
including programs under Section 3 and FSS; (3) How the
PHA will comply with the requirements of community
service and treatment of income changes resulting from
welfare program requirements. (Note: applies to only
public housing).
Safety and Crime Prevention. For public housing only,
describe the PI IA's plan for safety and crime prevention to
ensure the safety of the public housing residents The

measures to ensure the safety of public housing residents;

(c) Conversion of Public Housing. With respect to public
housing owned by a PHA: 1) A description of any building
or buildings (including project number and unit count) that
the PHA is required to convert to tenant -based assistance or

grant or CFFP, e.g., additions or deletions of work items,
modification of budgeted amounts that have been undertaken
since the submission of the last Annual Plan. The Capital
Fund Program Annual Statement/Perkprmance and

Additionally, PHAs shall complete the Performance and
Evaluation Report section (see footnote 2) of the Capital Found

At the end of the program year; until the program is

8.2 Capital Fund Program Five -Year Action Plait
PHAs must submit the Capital Fund Prcrgrant PNe Year Action
Plan (foram HU D- 50075.2) for the entire PHA portfolio for the first
year of participation in the CFP aril annual update thereafter to
eliminate the previous year and to add a new fifth year (rolling
basis) so that the form always covers the present five -year period
beginning with the cun,ent year.
8.3 Capital Fund Financing Program (CFFP). Separate, written
HUD approval is required if the PHA proposes to pledge any

capital improvements. The PHA must identify in its Annual and 5-
year capital plans the amount of the annual payments required to

The Housing Authority of the City of Santa Ana sent notice invitations to all participants in the HCV program who
live in Santa Ana for the a Tenant Advisory Meeting held on January 23, 2014. Notices were sent inEnglish,
Spanish and Vietnamese. Since space was limited, reservations were accepted on a first come, first served basis
hoping to have approximately 28 attendees [m each language. Attendance groups included:

• Program participants can no longer port-out to higher payment standard areas,
• Current port-out participants must return to SAHA when moving.
Reduction in SAHA's payment standards as follows:
• Applied the new payment standards effective 6/1/13 for any moves,
• Apply the new payment standards at the annual re-exam effective 6/1/14 thereafter, for participants not
moving.
Return to using the flat rate utility allowance for all mobile home owners/renters,
Applying the utility allowance using the actual voucher size or the unit size, whichever is less.
It's been 1 Y2 years since SAHA has issued any vouchers to applicants from the wait list.
Based on funding and average HAP, we do not receive enough funds to support SAHA's allocated vouchers (2699).
What is it that SAHA can do to improve the program?
6 Families are thankful for all assistance they now receive,
• SAHA should serve the elderly/disabled population first (pull off the wait list)
• SAHA needs to hire Vietnamese housing workers to better communicate with program participants
• Property managers need to have better communication with resident issues.
• Allow housing tenants to pay more than 30% of their income towards rent.
What can SAHA do to reduce program costs?
• Not allow housing tenants to rent larger bedroom size unit than the size of their voucher,
• Reduce fraud bv reporting tenants.
• Provided Congress Representative Address so that participants write to them with their concerns.

• No zero income allowed

A RESOLUTION OF THE HOUSING
AUTHORITY OF THE CITY OF SANTA ANA
APPROVING THE ANNUAL PLAN AND
REVISION OF THE ADMINISTRATIVE PLAN
FOR FISCAL YEAR 2014-2015
BE IT RESOLVED BY THE MEMBERS OF THE HOUSING AUTHORITY OF THE CITY
OF SANTA ANA, AS FOLLOWS:
Section 1. The Housing Authority of the City of Santa Ana conclusively finds, determines
and declares as follows:
A. The Housing Authority of the City of Santa Ana (the "Authority") is required
by the U.S. Department of Housing and Urban Development ("HUD") to have an Annual
Plan due to the fact that the Authority administers a Housing Choice Voucher ("HCV")
Rental Assistance Program.
B. The purpose of the Authority's Annual Plan is to advise HUD, program
participants and members of the public of its policies and procedures to serve the needs
of very low-income families,
C. The purpose of the Authority's Administrative Plan is to describe the
Authority's policies and procedures to implement the HCV program in Santa Ana.
D. The Annual Plan provides information about the current operations of
the Authority including programs, participants, services for the upcoming year, and any
operational or tenant concerns. The Authority scheduled a Tenant Advisory meetings on
January 23, 2014. Notices of the meeting were sent to 1,562 participants in the HCV
program in English, Spanish and Vietnamese.
E. The Administrative Plan serves as supporting documentation for the Annual
Plan. The Authority's Administrative Plan was last adopted in April 20,12. The
Administrative Plan must be revised to ensure compliance with regulatory changes made
by HUD and policy and procedure changes proposed by the Authority. The changes
that will be implemented include a clarification of the Violence Against Women Act and
regulatory changes to portability procedures.
F. HUD regulations require a forty-five (45) day comment period. On January
27, 2014, notification was published in the Orange County Register that the draft plans
were available for public review. The public comment period ended on March 12, 2014.
Further, a public hearing was held by the Community Redevelopment and Housing

Commission on March 17, 2014, and all comments received at the hearing are included
in the final documents to be submitted to HUD.
Section 2. The fiscal year 2014-2015 Annual Plan of the Housing Authority of
the City of Santa Ana is hereby approved and adopted. Said Annual Plan shall be
submitted by the Authority to HUD.
Section 3. The revision of the Administrative Plan of the Housing Authority of the
City of Santa Ana is hereby approved and adopted. Said Administrative Plan shall be
submitted by the Authority to HUD.
Section 4. This Resolution shall take effect immediately upon its adoption by the
Authority Board, and the Recording Secretary for the Authority shall attest to and certify
the vote adopting this Resolution.
