A Non - Endowed Project Fund
at the
Orange County Community Foundation
This amendment to the Santa Ana Police Athletic & Activity League Fund is made
this day of April 20.1 between the Santa Ana Police Athletic & Activity League, a
program of the Santa Ana Police Department (hereinafter referred to as the
"Founders ") and the Orange County Community Foundation, a California non - profit
corporation (the "Community Foundation ") as follows:
The Advisors to the fund shall consist of the Santa Ana Chief of Police (currently Carlos
Rojas, Acting Chief of Police), the Santa Ana City Manager (currently David Cavazos),
and the Director of the Santa Ana Police Athletic & Activity League (currently Kenney
Aguilar).
The Director of the Santa Ana Police Athletic & Activity and either the Santa Ana Chief
of Police or Santa Ana City Manager may from time to time make suggestions to the
Community Foundation concerning grants from the Fund in accordance with the
Donor - Advised Fund Policies and Procedures of the Community Foundation.

A Donor - Advised Non - Endowed Fund
of the Orange County Community Foundation
This agreement, made this 26ei day of July 2007, between the Santa Ana Police Athletic &
Activity League (hereinafter referred to as the "Founder ") and the Orange County Community
Foundation, a California nonprofit corporation (hereinafter referred to as the "Community
Foundation "), is as follows:
The Founder desires to create a Donor - Advised Non - Endowed Fund with the property hereinafter
specified for public educational and charitable purposes.
The Founder hereby assigns, conveys, transfers and delivers to the Community Foundation
property acceptable to the Community Foundation which the Founder or any other person may
from time to time add to the Fund (hereinafter referred to as the "Fund "), subject to the terms and
conditions herein set forth:
FIRST: The Fund hereby created shall be known as the "Santa Ana Police Athletic &
Activity League Fund."
SECOND: The Community Foundation shall hold, manage, invest and reinvest the Fund,
shall collect the earnings and shall disburse the assets of the fund for public educational and
charitable uses and purposes, in accordance with the policies of the Community Foundation.
THIRD: John Gabelman and/or Tom Serafin shall be the advisors to the fund. The
advisors may from time to time make suggestions to the Community Foundation concerning
grants from the Fund in accordance with the Donor - Advised Fund Policies and Procedures of the
Community Foundation, which may be amended from time to time by the Board of Governors,
the terms of which are incorporated herein by reference. Such suggestions may be accepted or
rejected, in whole or part, by the Board of Governors in its sole and absolute discretion in
accordance with Internal Revenue Regulations. If John Gabelman and Tom Serafin are no longer
able to advise, the following may serve as advisors: SAPAAL Commander and/or SAPALL
Director.

FOURTH: If no advisors are willing or able to act, the Founder requests that the
remaining balance of the fund become endowed for community benefit at the discretion of the
Community Foundation Board. As required by Internal Revenue Service regulations, the Board
of Governors must retain final authority and responsibility for determining distributions from the
Fund.

Each year OCCF sponsors in -depth presentations and panel discussions on many critical issues facing
our county. We hope you will join us at these stimulating, Informative sessions:
The Savvy Donor Series brings together panels of experts to discuss issues of primary
concern to Orange County. Some of our most recent Savvy Donor events have focused on child
welfare, venture philanthropy and international giving.
Seeing is Believing Agency Tours take groups of donors on site visits to nonprofit agencies.
Each tour focuses on a specific issue. Donors have the opportunity to learn and observe first
hand how a variety of agencies are working to make a difference in the community.
Donor Advisor Luncheons, hosted at OCCF, are an opportunity to learn more about the
Community Foundation, meet the Community Foundation staff and interface with fellow
donors.
