CODE OF ETHICS AND CONDUCT The people of the City of Santa Ana, at an election held on February 5, 2008, approved an amendment to the City Charter of City of Santa Ana which established the Code of Ethics and Conduct for elected officials and members of appointed boards, commissions, and committees to assure public confidence. A copy of the City's Code can be found on the Clerk of the Council's webpage. The following are the core values expressed: Integrity - Honesty • Responsibility - Fairness - Accountability - Respect - Efficiency PUBLIC COMMENTS Pursuant to Government Code Sec. 54954.3, the public may comment on any agenda item under consideration by the Planning Commission, and on any other matters under the Commission's jurisdiction. To speak, please register by submitting a completed "Request to Speak" form to the Commission Secretary. Speaker forms are available on the speaker's podium and Chamber Lobby. • To speak on an item on the Agenda, nda, enter the Agenda item number on your speaker form. The Chairperson will call your name when that Agenda item is considered. • To speak on an item not on the Agenda, check the Public Comments box on your speaker form. The Chairman will call your name during the Public Comments portion of the meeting. The Commission is not limited in any way by the "Recommended Action" and may take any action which the council deems to be appropriate on an agenda item. Work Study Session - Work Study Sessions provide the Planning Commission an opportunity to study complicated issues prior to making a decision(s). Public Hearing Public hearings provide individuals the opportunity to be heard regarding an intended action of the Planning Commission related to land use. Senate Bill 343 — As required by Senate Bill 343, any non - confidential writings or documents provided to a majority of the Commission members regarding any item on this agenda will be made available for public inspection in the Planning and Building Agency during normal business hours. CONDITIONAL USE PERMIT NO. 2014 -04 (Continued by Planning Commission: March 24, 2014 to April 14, 2014) (Sergio Klotz) Evan Weinberg, representing Cismontane Brewing, is requesting approval of a conditional use permit for a Types 4, 5 and 23 Alcoholic Beverage Control (ABC) licenses for a small beer manufacturer and distillery at 1409 East Warner Avenue, Suites B and C, located in the Light Industrial (M1) zoning district. FINAL ENVIRONMENTAL IMPACT REPORT NO. 2010 -01, AMENDMENT APPLICATION NO. 2014- 01 AND GENERAL PLAN AMENDMENT NO. 2014 -01 (Continued by Planning Commission: March 10, 2014 to April 14, 2014) (Vince Fregoso) Town and Country Manor is proposing to construct an eight -story tower with 174 one and two- bedroom units and three levels of subterranean parking. The tower is intended to provide housing for active seniors at the facility. An environmental impact report, general plan amendment and zone change to a specific development designation are required for the property at 555 East Memory Lane located in the Suburban Apartment (R4) zoning district.
