B. MINUTES
RECOMMENDATION:
Approve the minutes of the regular meeting on February 10, 2014. Subsequently,
Commissioner Nalle clarified that he did not discussion the Sexlinger Farmhouse and
Orchard project with representatives for the property owner as noted in the minutes and
requested that the minutes be modified.

Chairman Alderete spoke with Bob Bisno regarding the sign program ordinance.
D. ELECTION OF OFFICERS:
1. Commissioner Alderete was elected as Chairperson of the Planning
Commission for the year 2014.
2. Commissioner Mill was elected as Vice Chairperson of the Planning
Commission for the year 2014.
3. Commissioner Mill was elected as Representative from the Planning
Commission to the Historic Resources Commission for the year 2014.

1. DENSITY BONUS AGREEMENT NO. 2014 -01
(Continued by Planning Commission: February 10, 2014 to February 24, 2014)
Todd Cottle, with Orange Housing Development Corporation (OHDC) and C & C
Development (C &C), is requesting approval of a density bonus agreement in
conjunction with the rehabilitation of a 10 -unit apartment building located at 940
South Minnie Street. The Density Bonus Agreement (DBA) will allow deviations
from the maximum density and the required parking

RECOMMENDATION:
Adopt a resolution approving Density Bonus Agreement No. 2014 -01 to allow
deviations from maximum density and parking standards for multiple - family
dwellings.
Assistant Planner I Ali Pezeshkpour presented the staff report and
recommendation.
Commissioner Yrarrazaval recommended removing the word "hot' from hot water
heaters in the staff report.
The public hearing was opened. No public members spoke. Representing the
applicant, Todd Cottle was available to address questions from the Commission.

2. ZONING ORDINANCE AMENDMENT NO. 2013 -02
The City of Santa Ana is requesting an amendment to Chapter 41 of the Santa
Ana Municipal Code (SAMC) relating to planned sign programs to allow
provisions for regional commercial centers and attractions.

RECOMMENDATION:
Recommend that the City Council adopt an ordinance approving Zoning
Ordinance No. 2013 -02.
Assistant Planner I Ali Pezeshkpour presented the staff report and
recommendation.
The public hearing was opened. Gregg Benain, Westfield Corporation, spoke in
support of the ordinance. The public hearing was closed.
MOTION: Recommend that the City Council adopt an ordinance approving Zoning
Ordinance No. 2013 -02. Planning Commission modified the following:
a. Deleted Item a (4) on page 6 of the proposed ordinance, which stated: The
sign shell net he Illuminated between 10:00 n and sunrise when placed
location that as visible f.em n property used or zoned for residential
purposes.
b. Modified Item j (3) on page 8 of the proposed ordinance to change the
words "are to" to "may" on the second sentence to read: "The proposed
signage is compatible with the scale, intensity, and site development
characteristics on which it is proposed. Scale, intensity, and site
development characteristics maybe determined by:"
c. Added Item j (3)(F) on page 8 to read: "Visibility from any property zoned or
used for residential purposes."

3. AMENDMENT APPLICATION NO. 2013 -04, TENTATIVE TRACT MAP NO.
2013 -05 (COUNTY MAP NO. 17546) AND SITE PLAN REVIEW NO. 2013 -04
Filed by Urban Land, LLC is requesting approval of an amendment application to
change the zoning designation of three parcels of land from General Agricultural
(Al) to Specific Development No. 86 (SD86), a tentative tract map to allow an
air -right subdivision of the site for 28 detached homes, and an approval of the
site plan pursuant to the requirement of the SD for the property located at 4226
through 4306 West Fifth Street.

3. Adopt a resolution approving Tentative Tract Map No. 2013 -05 (County Map
No. 17546) as conditioned.
4. Adopt a resolution approving Site Plan Review No. 2013 -04 as conditioned.

Vice Chairman Mill noted the incorrect school district was identified in the
negative declaration document.

2. Adopt an ordinance approving Amendment Application No. 2013 -04 and

5. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Yrarrazaval
• Congratulated the re- appointments of the Planning Commission officers.
• Commended the City on the anti - graffiti event held on Saturday, February
22, 2014.
Commissioner Nalle
• Requested that the Minutes of February 10, 2014 be modified to strike his
disclosure remarks.
6. EXCUSE OF ABSENCES
Commissioner Yrarrazaval moved to excuse the absence of Commissioner
Gartner; the motion was seconded by Vice Chairman Mill and unanimously
approved by the Commission with a vote of 6:0.
ADJOURNMENT 6:34 P.M. The next meeting of the Planning Commission is
scheduled for Monday, March 10, 2013 at 5:30 p.m. in the Council
