RECOMMENDATION:
Approve the minutes of the regular meeting on March 24, 2014.
C. MINOR EXCEPTION NO. 2014 -01
Filed by Richard A. Dayton requesting to allow a reduction in parking for the Gateway
Plaza at 1401 West MacArthur Boulevard located in the General Commercial (C2)
zoning district.
RECOMMENDATION:
Confirm the Zoning Administrator's action approving Minor Exception No. 2014 -01
as conditioned.

2. FINAL ENVIRONMENTAL IMPACT REPORT NO. 2010 -01, AMENDMENT
APPLICATION NO. 2014 -01AND GENERAL PLAN AMENDMENT NO. 2014 -01
(Continued by Planning Commission: March 10, 2014 to April 14, 2014)
Town and Country Manor is proposing to construct an eight -story tower with 174 one
and two- bedroom units and three levels of subterranean parking. The tower is
intended to provide housing for active seniors at the facility. An environmental
impact report, general plan amendment and zone change to a specific development
designation are required for the property at 555 East Memory Lane located in the
Suburban Apartment (R4) zoning district.

RECOMMENDATION:
Recommend that the City Council
1. Adopt a resolution certifying Final Environmental Impact Report No. 2010 -01 and
approve the Mitigation Monitoring Program.
2. Adopt a resolution approving General Plan Amendment No. 2014 -01.
3. Adopt an ordinance approving Amendment Application No. 2014 -01 for the Town
and Country Manor Specific Development No. 87 (SD -87).
Acting Planning Manager Vince Fregoso presented the staff report and
recommendation.
Tom Holm, EIR Consultant for the City, provided clarification on the cumulative
projects list in the EIR.
The public hearing was opened. No public speakers spoke. The public hearing was
closed.
MOTION: Recommend that the City Council:

Evan Weinberg, representing Cismontane Brewing,is requesting approval of a
conditional use permit for a Types 4, 6 and 23 Alcoholic Beverage Control (ABC)
licenses for a small beer manufacturer and distillery at 1409 East Warner Avenue,
Suites C and D, located in the Light Industrial (M1) zoning district.

closed.

3. STAFF COMMENTS
Martha Ramirez announced her retirement effective May 2, 2014 and thanked the
Commissioners.
Acting Planning Manager Fregoso announced that the Ex Parte Disclosure form is
accessible on the city website for the commissioners (http://www.santa -
ana.org /pba /planning/ documents /ExParteDisclosureForm. pdf)
4. PLANNING COMMISSION MEMBER COMMENTS
No comments requiring action from the Planning staff.
5. EXCUSE OF ABSENCES
Commissioner Mill moved to excuse the absence of Commissioner Nalle. The
motion was seconded by Commissioner Yrarrazaval. Commission voted
unanimously for approval with a vote of 6:0.
ADJOURNMENT 6:20 P.M. The next meeting of the Planning Commission is scheduled
for Monday, April 28, 2014 at 5:30 p.m. in the Council Chamber, 22
Civic Center Plaza, Santa Ana, California
