1. Approve an amendment to the Fiscal Year 2014/15 Seven -Year Capital Improvement Program to add
the Safe Transit Stops Project and the Residential Catch Basin Connector Pipe Screen Installation
Project, both of which are funded through the Orange County Transportation Authority Measure M2
program, subject to non - substantive changes approved by the City Manager and City Attorney;
Approve an appropriation adjustment recognizing $887,519 in Measure M2 grant funds into the
Measure M Street Construction Fund revenue account, and appropriating $687,519 for the Safe
Transit Stops Project and $200,000 for the Residential Catch Basin Connector Pipe Screen Installation
Project in the Measure M Street Construction expenditure account.
The Orange County Transportation Authority (OCTA) Measure M2 regulations specify that each
jurisdiction must prepare a Seven -Year Capital Improvement Program (CIP) to maintain Measure
M Eligibility. Therefore the City's CIP must be updated annually, or as Measure M2 projects
emerge, and then submitted to OCTA. Since the adoption of the Fiscal Year 2014/15 CIP, newly
approved Measure M2 grant funding allocations were awarded by OCTA for two projects,
requiring this City Council- approved amendment to the CIP.
On August 25, 2014, the City received Letter Agreement #9 (OCTA Agreement No. C -1 -2783)
from OCTA awarding $687,519 in Measure M2 funds for the Safe Transit Stops Program. (See
Exhibit 1.) This program provides for passenger amenities at the 100 busiest transit stops across
the County. Due to high transit ridership throughout the city, Santa Ana was awarded funding for
30 bus stop locations. The Safe Transit Stops Project will provide for transit amenities such as
new shelters, lighting, seating, and waste receptacles.
On November 5,'2014, the City received Letter Agreement #10 (Agreement No. C -1 -2783) from
OCTA awarding $200,000 from the Measure M2 Environmental Clean -Up Program for the

Residential Catch Basin Connector Pipe Screen Installation Project. (See Exhibit 2.) The project
involves installing screens in residential catch basins to capture trash and debris before runoff
enters the storm drain system which will result in added protection of Orange County beaches and
waterways. This project will enhance the environment and improve overall water quality by
mitigating the impact of transportation - generated pollution. The total project estimate of $511,200
includes a City commitment of $311,200 for ten years of ongoing maintenance and engineering
support services. This City match will be provided through a combination of in -kind services
performed by various Public Works staff ($309,600) and cash ($1,600).
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Goal #6 Community Facilities &
Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City
assets), Strategy G (develop and implement the City's Capital Improvement Program in
coordination with the Community Investment and Deferred Maintenance Plans),
FISCAL IMPACT
There is no impact to the General Fund. After amending the Fiscal Year 2014/15 Seven -Year
Capital Improvement Program to include the two projects funded by OCTA, $887,519 in grant
funds will be deposited into the Measure M Street Construction Fund - Competitive revenue
account (No. 03217002 - 52332). $687,519 for the Safe Transit Stops Project and $200,000 for
the Residential Catch Basin Connector Pipe Screen Installation Project will be appropriated in the
Measure M2 Competitive- Street Construction expenditure account (No. 03217663- 66220).
The total City match of $311,200 for inspection, maintenance, and engineering support will be
budgeted over a 10 -year period. In -kind engineering support services performed by various
Public Works Design Engineering and Construction Engineering staff will be budgeted in the
Public Works Engineering Services internal service fund (Accounting Units 08617612 and
08617611). Inspection services will be performed by City staff and contracted services, and will
be budgeted in Public Works Federal Clean Water Protection Enterprise (Accounting Unit
05717640).

Dear Mr. Galvez:
This letter agreement serves as the Orange County Transportation Authority's
(OCTA) approval to amend Agreement No. C -1 -2783, Attachment A -8 "Projects
List ". OCTA is deleting Attachment A -8, in its entirety, as identified in Article 4
"Responsibilities of Agency" Paragraph A, and in lieu thereof is inserting the
revised "Project List ", dated and effective July 14, 2014 attached hereto as
Attachment A -9, which is incorporated and made a part of the Agreement and
reflects the addition of newly approved project M2 Project W funding and is
exclusive of Semi - Annual Review adjustments. All provisions set forth in Master
Funding Agreement No. C -1 -2783 apply. OCTA's Board of Directors (Board)
approved the Project on July 14, 2014.
The following additional Provisions apply to M2 Project W Safe Transit. Stops
Project(s) approved by the Board on July 14, 2014:
OCTA will provide M2 Project W funds in an amount consistent with
Attachment A -9 up to $20,000 for "normal load stops" and up to $30,000 for
"high load stops "' for the.eligible. transit amenities at each bus stop.
2. City is responsible for the balance of project cost.
3. City has the authority and responsibility for designing, constructing, and
maintaining bus stop improvements.
4. City will retain local control and responsibility for these improvements
including, but not limited to, shelters, lighting, seating, and waste
receptacles.
' A high load stop is where the 90th percentile of boarding events have ten or more passengers
