RECOMMENDED ACTION
Award a contract to Siemens Industry, Inc., for the purchase of Milestone XProtect Video
Management software and associated licenses in an amount not to exceed $20,435, subject to
non - substantive changes approved by the City Manager and City Attorney.
DISCUSSION
The City of Santa Ana's Advanced Traffic Management System consists of several components
that allow staff to effectively monitor and control traffic signals. One component is the closed
circuit television (CCTV) system that enables staff to monitor traffic conditions in real time. The
current video management software was installed over ten years ago and can no longer support
the current generation of CCTV. The City recently completed a video system upgrade study and
determined that Milestone XProtect Video Management software meets all requirements as an
open platform system that will handle the City's existing and future CCTV's.
The notice inviting bids was advertised on November 24, 2014, on the City's online bid
management and publication system. A summary of the bid invitations and bids received is as
follows:

A bid was received and opened on December 22, 2014. The bid received from Siemens Industry,
Inc., is responsive to the specifications and meets the City's requirements.
Siemens Industry, Inc. provides maintenance, software, and hardware to various departments
throughout the City. The purchase of the Milestone XProtect software and licenses, when
combined with these purchases during the current fiscal year, exceeds the $25,000 aggregate
limit.

Approval of this item supports the City's efforts to meet Goal #6 Community Facilities &
Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City
assets), Strategy C (invest resources and technology to extend the service life of existing
infrastructure to protect the City's investment and support a high quality of life standard).
FISCAL IMPACT
Funds are available in the Public Works Measure M2 Street Construction account (No. 03217662-
66220, Activity 14681701177) for the Grand /Glassell /Kraemer Corridor Traffic Signal
Synchronization project.
