NO. 15 -006) (NON - GENERAL FUND) {STRATEGIC PLA -NO. 6, 1, C} CITY MANAGE RECOMMENDED ACTION CLERK OF COUNCIL USE ONLY: i••.• _11 ❑ As Recommended ❑ As Amended ❑ Ordinance on I" Reading ❑ Ordinance on 2ntl Reading ❑ Implementing Resolution ❑ Set Public Hearing For CONTINUED TO FILE NUMBER Award a contract to Vulcan Materials Co. for asphalt concrete materials for a one -year period expiring February 29, 2016, in an annual amount not to exceed $50,000, with provisions for three one -year renewals exercisable by the City Manager and the City Attorney, subject to nonsubstantive changes approved by the City Manager and the City Attorney. DISCUSSION The Public Works Agency Water Resources Division performs a variety of maintenance and repairs on the City water and sewer systems. Jobs include mainline leak repairs and replacement of water services and sewer laterals. Temporary asphalt concrete mix is used to repair trench cuts required in performing the repairs. Permanent asphalt concrete trench resurfacing is provided under a separate contract administered by the Public Works Agency Maintenance Services Division. The notice inviting bids for temporary repairs was advertised January 12, 2015, on the City's online bid management and publication system. A summary of the bid invitations and bids received is as follows: 12 Vendors notified 1 Santa Ana vendor was notified 3 Bids received 2 Bids received from Santa Ana vendors Bids were received, opened on January 29, 2015, and evaluated (Exhibit 1). The bid received from Vulcan Materials Co. is responsive to the specifications and meets the City's requirements. The annual amount is based on staff projections for next contract year. 22D -1 Contract Award for Asphalt Concrete Materials February 17, 2015 Page 2 STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City assets), Strategy C (invest resources and technology to extend the service life of existing infrastructure to protect the City's investment and support a high quality of life standard). FISCAL IMPACT Funds are available in the Public Works Water System Maintenance and Sanitary Sewer Service accounts (Nos. 06017641 -63001 and 05617640 - 63001).
