DISCUSSION
On October 6, 2008, the Housing Authority increased the Executive Director's authority to execute
agreements from an amount not to exceed $10,000 to $25,000. Agreements valued at greater
than $25,000 require approval by the Board of Directors. The same authority was granted to the
City Manager by the voters through a Charter Amendment in November 2006. The authority
granted to the Executive Director required the submission of a quarterly report to the Housing
Authority at a public meeting on all such agreements. The report is required to include the names
of contractors and the amounts of each contract. There were no agreements entered during the
period of January 1, 2015 through March 31, 2015.

Approval of this item supports the City's efforts to meet Goal #4 Fiscal Sustainability, Objective #1 ,
(maintain a stable, efficient and transparent financial environment).
