I wanted to provide you a brief report on an urgent action item coming before the MWD Board
next Tuesday.

Authorize $150 million increase to biennial 2014/15 and 2015/16 conservation program
budget
Authorize the following modifications to the turf removal program:
a. Residential and Commercial
I. $2/sf up to 1,500 sf
ii. $1/sf over 1,500 sf up to maximum of one acre in total
iii. Lifetime funding limit
b. Public Agency
i. $2/sf up to 1,500 sf
ii. $1/sf over 1,500 sf up to maximum of $250,000 in total
iii. Annual funding limit
Direct staff to bring recommendations later this year on the following issues relative to
turf removal:
a. Eligibility of properties using recycled water
b. Annual vs. Lifetime maximum funding limits
c. Incentive per square foot of turf removal
Request IRP Committee to address long-term market transformation
ordinance applicability
Direct staff to pursue State funding to strengthen the turf removal pi
local government funding challenges
City of Los Angeles proposed a motion and Recommendation on the conservation turf program:
Authorize terms of staff option above but with the following modifications:
residential Incentive to be $2/SF up to 3000 SF. $1/ SF over 3000 SF
( I don't support the commercial incentive at this time)
Commercial incentive to be $2/SF up to 6000 SF. $ 1 SF. Over 6000 SF. With 2 acre max,
$93,120 annual incentive cap
Public Agency: $ 2 SF up to 6000 SF. $1/SF over 6000 SF. 5.7 acre max, $250,000 annual
incentive cap( I think the annual incentive cap should be higher for the public agency and the
acre max)
Brief Background on my committee vote last Monday:
I supported the Los Angeles recommendation above in a committee meeting last Monday. The
commercial incentive was the only issue I had with this action. In my personal opinion, I
think we should provide more funding incentives for residential and public agencies at this time.
We can amend the program next year to include commercial.
The City of Santa Ana highest water use comes from Santa Ana Residents at 67 percent. The
Commercial sector uses 19 percent of water. City Government only uses 3 percent of
water. With that being said, public agencies like Santa Ana will need to leverage these turf
removal dollars to comply with the Governor Executive order in removing turf from all city
medians. City staff has an estimate of $ 14.5 million dollars to remove all turf on medians and
replace it with friendly drought landscape.
In closing, I would like to get your input at tomorrows council meeting as we discuss the cities
proposal for a water conservation plan. MWD has a special meeting next Tuesday to vote on this
conservation program funding and turf removal program.
