WS-A
WHAT IS A GENERAL PLAN?
A General Plan is the local government’s long-term blueprint
for the community’s vision of future growth.
It is the long-range constitution that sets forth all of the
goals, policies, and programs for the City to ensure successful
accomplishment of the City’s vision.
Seven minimum required Elements (chapters):
Land Use
Circulation
Housing
Conservation
Open Space
Noise
Safety
Cities may elect to add elements as they see fit.

SANTA ANA’S EXISTING GENERAL PLAN

Existing General Plan in Santa Ana has the following 9
additional Elements for a total of 16 Elements:
Airport Environs
Economic Development
Education
Energy
Growth Management
Public Facilities
Seismic Safety

Urban Design
3
NEW ORIGINAL PLAN FOR SANTA ANA
New General Plan to be produced in-house along with an
organization structure to ensure its implementation as a living
document
Instead of a document to be shelved and updated every few
decades, Santa Ana’s General Plan will be a dynamic, working
document.
Trained, in-house staff can ensure its relevancy to Santa Ana’s
particularities and history at a much lower cost.
The new Elements will embrace current topics, practices, and
philosophies with relevant names.
Specialized consultants to do very specialized work under
staff supervision.
