RECOMMENDED ACTION: Elect a Representative from the Planning
Commission to serve on the Historic Resources Commission for the
remaining 2015 term.
Vice - Chairman Mill nominated Commissioner Verino as representative and the
nomination was accepted.
MOTION: Elect Commissioner Verino to serve as a representative from the
Planning Commission to serve on the Historic Resources Commission for the
remaining 2015 term.

A project overview was provided by Ann Ni, Associate Planner. Chairman Gartner
opened the public hearing. The applicant spoke in support of the project. There
were no other speakers and the hearing was closed.

A project overview was provided by Ricardo Soto,
Assistant Planner I. Chairman Gartner opened the public hearing. William
McGovern, Police Community Services Specialist, fielded questions from the
commission regarding how crime statistics are analyzed per police grid versus
project address, and regarding ABC license standards. The commission expressed
concerns regarding a fatal drunk driving incident stemming from a patron who was
over - served alcohol under prior restaurant ownership and reiterated that they would
like to see additional information (i.e., crime statistics per project address instead of
utilizing police grids) provided on the staff reports. The applicant spoke in support of
the project and fielded various questions from the commission. There were no
other speakers and the hearing was closed.

• Provided a recent update of the Housing Opportunity Ordinance.
PLANNING COMMISSION MEMBER COMMENTS
Commissioner Verino
• Expressed concern with prior restaurant's history (agenda item no. 3) and
wanted more information and requested that crime statistics be provided per
project address instead of by police grids.
Commissioner Alderete
• Shared the same concern as Commissioner Verino for ABC crime statistics.

• Stated he missed the special meeting and would not have supported the action
taken relating to adaptive reuse ordinance without evidence of the need for the
exemption, but was glad to see clarification of fee calculation.

Mentioned that he will be unavailable for the August 24 meeting.
ADJOURNED 6:44 P.M. - The next meeting of the Planning Commission is scheduled
for Monday, August 24, 2015 at 5:30 p.m. in the Council Chamber, 22
Civic Center Plaza, Santa Ana, California.
