• Direct the City Manager and /or designee to develop options in collaboration with OCTA
officials to minimize ridership impacts in the City of Santa Ana.
DISCUSSION
The Orange County Transportation Authority (OCTA) is a mass transit service provider established
to meet the transportation needs of Orange County residents through a variety of services and
programs. In particular, OCTA is the provider of countywide bus services with an estimated 48
million passengers per year. The City of Santa Ana, which is the second most populated city in
Orange County and the 4th most densely populated in the nation (among cities with a population of
over 250,000), is the City with the highest bus ridership when compared to the remaining 33 cities in
the county. Since 2008, OCTA has experienced a decline in ridership, which is estimated at 30%
countywide while Santa Ana's ridership has only declined by 8 %.
In an effort to address ridership declines, OCTA implemented its OC Bus 360 initiative to evaluate
transit related services and identify areas of improvement. The initiative included a customer
survey, market study, peer review, and route performance assessments. The culmination of the OC
Bus 360 initiative resulted in the development of the "Proposed 2016 Bus Service Plan ". (Exhibit 1)
As part of the evaluation process, OCTA conducted four community outreach meetings at various
cities to review the Proposed Plan (Exhibit 2), none of which were held in Santa Ana. The Proposed
Plan is currently in the public comment period with a public hearing scheduled for January 25, 2016
and subsequent adoption at the first OCTA Board Meeting in February 2016.

According to OCTA staff reports, the proposed plan reallocates services throughout the County to
increase efficiency and reverse ridership declines. Within Santa Ana, OCTA proposes to eliminate
two bus routes, which if eliminated, would be detrimental to Santa Ana residents and bus riders.
This includes bus service routes 51 and 145 (Exhibit 3 illustrates these routes and proposed
alternate routes). The maps also illustrate the location of City facilities, school sites, and population
density information from the US Census.
The two proposed route eliminations are listed as recommended in the Proposed Plan due to
"duplicate parallel routes." The alternative routes for each service line are listed within the Proposed
Plan. If eliminated, using these alternative routes would require at minimum a '% mile walk for
riders, numerous transfers and increased wait time between transfers to arrive at the same location.
Both routes primarily run on a north /south direction across the City. If these two lines are eliminated,
it would preclude easy access to the anticipated OC Streetcar, which in turn limits regional access.
City staff was informed of OCTA's Proposed Plan on January 8, 2015. Since then, OCTA has
provided staff with information that is being evaluated for potential impacts to the City of Santa Ana.

Approval of this item supports the City's efforts to meet Goal # 5 — Community Health, Livability,
Engagement & Sustainability, Objective 4 (Support Neighborhood Vitality).

Orange County's primary transportation agency, OCTA
is committed to providing services and programs to

past few years, bus ridership and revenue have declined. To discover
ways to reverse this trend and build a bus system to meet current and
future customer needs, OCTA has conducted a customer survey, market
study, peer review and bus route performance assessments. We are
looking at bus service from all angles - an initiative we call OC Bus 360 °.

REALLOCATING RESOURCES TO MEET DEMAND
As part of OC Bus 360 °, OCTA is proposing
a service plan for 2016 to add, increase,
reduce and /or eliminate services to
optimize the efficiency and effectiveness
of the overall bus system. OCTA also is
exploring new and alternative service
options.
The majority of riders, 92 percent, will see
improved bus service or no change in
service.
In response to customer requests, OCTA is
proposing service increases in some high -
demand areas, expanding high- frequency
routes from 11 to 17, adding two Bravo
limited -stop service routes, and increasing
faster Xpress routes.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA OPPOSING THE ORANGE COUNTY
TRANSPORTATION AUTHORITY'S PROPOSED 2016
SERVICE PLAN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
WHEREAS, the City of Santa Ana has the highest ridership and rate of usage of
the countywide public transportation system; and
WHEREAS, public transit, specifically bus service, is a vital link for residents of
Santa Ana to get to and from work, educational institutions, places of worship, medical
appointments, and shopping; and
WHEREAS, the City of Santa Ana has the youngest population in the County of
Orange and the lowest income residents, resulting in a transit - dependent population; and
WHEREAS, the Orange County Transportation Authority's Proposed 2016 Bus
Service Plan has detrimental impacts to the residents and bus riders within the City of
Santa Ana and throughout the County of Orange; and
WHEREAS, the City of Santa Ana is concerned as to the process and methodology
utilized in the elimination of bus routes within the City; and
WHEREAS, the negative impacts of eliminating bus routes to the most vulnerable
population of residents would have lasting negative impacts to the livelihood of individuals
and families in the community; and
WHEREAS, the City of Santa Ana is strongly opposed to the elimination of any
routes within the City of Santa Ana without careful and collaborative communication.
NOW, THEREFORE, BE IT RESOLVED,
Section 1. That the City Council of the City of Santa Ana opposes the Orange County
Transportation Authority's Proposed 2016 Bus Service Plan.
