First Street in the City of Santa Ana — a 69 unit affordable workforce housing development proposed by AMCAL Multi -Housing (AMCAL). A key initiative of OCBC is assuring an adequate supply of all types of housing for Orange County's workforce, Our research indicates that Orange County's housing shortage is as much as 62,000 units today with the potential of the shortfall to grow to 100,000 units in the very near future. By approving AMCAL's proposed project, the City will add to the county's housing supply thus helping alleviate the housing crisis we face today. (AMCAL). Located at 1440 East First Street, the proposed development will provide 69 units of high quality affordable housing. The site is well-suited for affordable housing and conveniently located near amenities, educational facilities and recreation services. Fust Street Apartments is also a part of an important revitalization effort to develop residential uses along the Fast Street coffidor — a key gateway for the City of Santa. Ana. AMCAL's proposal is consistent with the vision of local planting documents for the City of Santa Ana. The site is listed as a housing opportunity site in the City's Housing Element, as adopted by the City Council. The Orange County Chapter represents the largest member base within BIA Southern California. Our mission is to champion housing as the foundation of vibrant and sustainable communities. Statewide, Orange County is ranked 2^B only to the Bay area for the highest housing prices. This is largely due to 1) lack of adequate housing stock, 2) a jobs to housing imbalance, and 3) lack of available land coupled with excessive regulation on the housing industry. Policies that support the production of housing allow for fundamental economic principles of supply and demand to occur. Furthermore, the City of Santa Ana's Economic Development website identifies population density as 12,440 people per square mile, much higher than Costa Mesa, at 7,024 or, the city of Los Angeles, at 8,282 per square mile. In short, the City has a timely need for more housing for all income levels. The Santa Ana Planning Commission has formally recommended approval of the Heritage Mixed Use Development and specifically recommended to the City Council that the in -lieu affordable housing fees from that project be dedicated to the proposed First Street Apartments. AMCAL Multi -Housing, Inc. intends to develop the First Street Apartments and the project is ideally suited to benefit the City. The 69 apartment homes will be 100% affordable to Santa Ana families earning between 30% and 60% of median income and will include 3 and 4 bedroom floorplans. Furthermore, this project is centrally located on First Street not far from the I-5 Freeway and Grand Avenue, an area that will benefit greatly from new capital investment and revitalization. AMCAL is a reputable developer in our region and maintains a very high level of credibility for effectively executing affordable housing in Orange County. They have recently celebrated tremendous public private partnerships in Irvine with Alegre Apartments and in Huntington Beach with Oceana Apartments. I write to you this afternoon regarding an agenda item on tonight's city council meeting agenda. I'm referring to item 75A under public hearings. My specific concern is the 3rd item under recommended actions that reads, "Option to consider modifying proposed Development Agreement to direct the in -lieu fees as recommended by the Planning Commission." As I read through the staff report I noticed that this included directing in -lieu fees to the Amcal development being proposed on East 1st Street. I wanted to express my strong opposition to this item. As far I understand, both as policy and intent, the City of Santa Ana should use and RFP process to award these types of in -lieu fees to the most qualified and excellent projects. That keeps things transparent and fair. It also guarantees that the best developments will be selected through a consistent process. I would recommend that the city reconsider this action and have the money flow through the RFP process. If it does not go through the RFP process, it will set a precedent on how these things can be done and significantly confuse the process for both market rate and affordable housing developers. As you all know, developers put a very high value on certainty and consistency of process. It also creates the appearance of non -transparency. Also, it is important to note that this project is 18 acres. Developments of this size and scope rarely happen in our city. That being the case, the in -lieu fee is uniquely large. For this reason, these funds deserve to go through the RFP process even more than others, considering the powerful impact they could have on bringing more quality affordable housing developments to Santa Ana.
