B. MINUTES
MOTION: Approve the minutes of the regular meeting of November 9, 2015.

C. MINOR EXCEPTION NO. 2015 -03
David Berri is requesting a minor exception for a reduction of parking to allow a
restaurant within a tenant space at 2110 South Main Street in the Commercial South
Main (CSM) zoning district.
MOTION: Confirm the Zoning Administrator's action approving Minor
Exception No. 2015 -03 as conditioned.

1. CONDITIONAL USE PERMIT NO. 2015 -19
(Applicant: Knife & Glass)
Legal notice published in the Orange County Reporter on December 1, 2015 and
notices mailed December 2, 2015.
A project overview was provided by Ali Pezeshkpour,
Assistant Planner I. Chairman Gartner opened the public hearing. The applicant
(Michael Cho) answered questions and spoke in support of the project. Marco Bello
spoke in opposition of the project citing concerns with lack of neighborhood parking
availability. Venancio Chavez, president of the French Park Plaza Homeowners
Association, spoke in opposition of the project citing concerns with traffic and having
an alcohol license in close proximity to residences, schools and churches. Mr.
Chavez presented a petition signed by approximately 450 residents and local church
parishioners in opposition of the project for the same reasons previously stated.
Sean Coolidge spoke in support of the project citing the amenity this would provide
to the neighborhood. Jose Leal, president of the Lacy Neighborhood Association,
stated concerns residents have with an ABC license in their neighborhood and
requested additional outreach to be provided by the applicant. There were no other
speakers and the hearing was closed.

Motion failed due to lack of majority vote. Commissioners cited support of the
restaurant concept and license, but cited concerns with lack of community outreach
to the neighborhood. Mr. Cho stated he would be glad to assist in outreach as he
and staff was not made aware of any neighborhood concerns prior to the meeting. ,A
substitute motion was made to continue the item to the January 25, 2016 meeting to
allow time for additional community outreach.

2. ZONING ORDINANCE AMENDMENT NO. 2015 -04

A project overview was provided by Melanie McCann,
Associate Planner, regarding proposed amendments to Chapter 41 of the Santa Ana
Municipal Code related to water - efficient landscape guidelines. Chairman Gartner
opened the public hearing. There were no speakers and the hearing was closed.
The commission suggested that future zoning ordinance or general plan
amendments be presented as work study sessions prior to taking commission
action.
MOTION: Recommend that the City Council:
1. Adopt an ordinance approving Zoning Ordinance Amendment No. 2015 -04.
2. Adopt a resolution approving the 2015 Santa Ana Water Efficient
Landscape Guidelines,.

Candida Neal
• Mentioned that Executive Director Hassan Haghani had a scheduling conflict and
could not attend.

• Informed that commission bylaws will be brought before the commission early
next year for review and possible amendment.
• Stated that reformatting will be coming soon for Planning Commission staff
reports and resolutions.
• Wished all Happy Holidays.

• Wished staff Happy Holidays and thanked them for their work.

• Stated Sandy Nalle will be sorely missed on the commission.
