Notes from the November 30, 2009 Meeting
• Conversation with Joann Speers indicated with Code of Ethics
should be viewed as "Constitution" and tweaks made sparingly
f Expand Code of Ethics to Form 700 filers (approximately 100 city
filers including EMT)
• To operate City government and exercise our responsibilities in a
manner which creates trust in our decisions and the manner of
delivery of programs
• To create a transparent decision making process by providing
easy access to all public information about actual or potential
conflicts between our private interests and our public
responsibilities
• Expand communication on all documents provided to resident and
business community, e.g. Water Bills, RFP's, RFQ's, employment
applications, Council Agendas, etc.
• Review Code biennially on non - election years, e.g. 2011, 2013 etc.
to ensure the Code is being applied in a fair and effective manner
• Implementation
• Monitoring and oversight are essential to ensure this Code of
Ethics and Conduct is effectively implemented
• Objectives of implementation shall include:
♦All persons covered by this Code must:
• be aware of its provisions
• have resources available to clarify expectations in
situations where a potential area of noncompliance may
exist
• Code is intended to be self- enforcing
o If an instance arises where a person continues to violate this
Code, even after receiving guidance and counsel, sanctions
would apply and would occur in a public meeting
