Silver Star Recipient OEF that works to provide services exclusively to our region's veterans. Our organization
Honorary Advisory Board provides a multitude of services including housing, meals, life coaching counseling, life

Honorable Loretta Sanchez as job training and employment placement assistance.

Dear Mayor Pulido:
Orange County Business Council (OCBC) is pleased to provide this letter of support for
First Street Apartments located at 1440 E. First Street in the City of Santa Ana - a 69 unit
affordable workforce housing development proposed by AMCAL Multi -Housing (AMCAL). A key
initiative of OCBC is assuring an adequate supply of all types of housing for Orange County's
workforce. Our research indicates that Orange County's housing shortage is as much as 62,000
units today with the potential of the shortfall to grow to 100,000 units in the very near future. By
approving AMCAL's proposed project, the City will add to the county's housing supply thus
helping alleviate the housing crisis we face today.
AMCAL is widely recognized as a leader in the industry, with over 35 years of
experience developing high quality market rate and affordable housing throughout the State,
including rental, ownership, and special needs housing. With a track record of significant
accomplishments, the City of Santa Ana could not ask for a better community partner than
AMCAL. Recently completed workforce housing communities in Orange County by AMCAL also
addressed local inclusionary housing requirements: Alegre Apartments in the City of Irvine,
which received the 2015 Project of the Year Award by the Kennedy Commission; and Oceana
Apartments in Huntington Beach, in partnership with the City and TRI Point Homes, which held
its Grand Opening last week.
AMCAL's First Street Apartments will provide numerous benefits to the City of Santa
Ana and achieve multiple objectives, including greatly needed affordable workforce housing, the
delivery of qualify on-site social services, community investment, redevelopment, and a rare
"Smart Growth" opportunity to provide development where workers can take advantage of public
transit with easy access to employment centers, including downtown Santa Ana. The proposed
architectural design is attractive and complimentary to the area. Additionally, the development
will be designed to provide a mix of two, three and four-bedroom unit sizes to ensure that a
diverse segment of the community is housed.
With all that the community has to gain with the First Street Apartments, OCBC stands in
support of the project and hope you will as well.

Ch1 behalf of our membership, I would like to state our support for the
First Street Family Apartment Project by AMCAL.
The Building Industry Association of Southern California, Orange
County Chapter (BIA/OC), is a non-profit trade association of over 1,100
companies employing over 100,000 people affiliated with the home
building industry. The Orange County Chapter represents the largest
member base within BIA Southern California. Our mission is to
champion housing as the foundation of vibrant and sustainable
communities.
Orange County is facing a housing crisis. According to a recent report by
the California Legislative Analyst's Office, Orange County needs an
additional 7,000 homes per year to meet demand. State wide, that
number increases to a staggering 100,000 homes. Due to the lack of
housing, Orange County is ranked 2°1 only to the Bay area for highest
housing prices, with the average median home price at a record high of
$719,000. Further, the Southern California Association of Governments
(SCAG) projects population growth of 430,000 over the next 20 years for
Orange County. Simply put, Orange County needs more housing.
New home communities of all types are needed to address the County's
housing supply shortfall. This is especially true for the City of Santa Ana,
as the preponderance of new home communities are being developed in
surrounding Cities and South County.
In fact, according to a recent article in the OC Register, the City of Santa
Ana suffers from the most crowded housing in the county. The City's

people per square mile, much higher than Costa Mesa, at 7,024 or, the
City of Los Angeles, at 8,282 per square mile. Additionally, Chapter 2 of
the recently adopted 2014-21 Housing Element of the General Plan states:
"From 1990 through 2007, net housing production totaled almost 500
units (U.S. Census and California Department of Finance). However, the
city's population increased by about 60,000."
The proposal by AMCAL will offer the City of Santa Ana 69 affordable
apartment homes on an under-utilized commercial site. AMCAL has
proposed a high quality residential use that is in high demand. This
project can serve as an important catalyst to revitalize First Street.

Hire A Patriot is writing in support of the development of First Street Apartments located
at 1440. E. First Street, Santa Ana, CA 92701. This proposal will provide sixty-nine
(69) units of much needed affordable housing in the City of Santa Ana. Hire A Patriot is
a 501(c)(3) non-profit focused on assisting Active Duty Military, Military Spouses,
Wounded Warriors, Caregivers and Veterans in their transition by offering employment
opportunities, assisting them with education and training opportunities, as well as
coordinating much needed resources that are available to them.
We have worked with and have assisted thousands of veterans in Orange County. As part
of our work, we are well aware of the great need for affordable housing, especially for
our military, veterans and their families in Santa Ana and Orange County. Finding
meaningful employment and an affordable place to live are the most important issues
facing our veterans today. In particular there is a great need for the type of housing
proposed by AMCAL, including larger unit sizes to accommodate large families. This
proposal is also well thought out, attractive, and well designed to help revitalize the

leadership in the development of affordable workforce housing. AMCAL's First Street

Honorable Miguel Pulido and Council Members:
The Kennedy Commission (the Commission) is a broad based coalition of residents and
community organizations that advocates for the production of homes affordable for families
earning less than $20,000 annually in Orange County. Formed in 2001, the Commission has
been successful in partnering and working with Orange County jurisdictions to create effective
housing policies that has led to the new construction of homes affordable to lower income
working families.
The Commission would like to commend the City's leadership and support in encouraging and
facilitating the development of homes affordable to lower income working families. As the City
continues its great efforts in addressing the City's housing needs for lower income workers
and families, the Commission recommends the City to support the First Street Apartments
proposed by AMCAL Multi -Housing, Inc. (AMCAL). The site is well-suited for affordable
workforce housing for lower income families and conveniently located near amenities,
educational facilities and recreation services.
First Street Apartments is also a part of an important revitalization effort to develop residential
uses along the First Street corridor - a key gateway for the City of Santa Ana. AMCAL's
proposal is consistent with the vision of local planning documents for the City of Santa Ana. The
site is also listed as a housing opportunity site in the City's Housing Element, as adopted by the
City Council. In addition to being well designed and affordable, the apartment homes include 3 -
and 4 -bedroom units for larger families, which is greatly needed in Santa Ana.
The Commission also urges the City not to accept a proposal to phased payments of in lieu fees
from Heritage Village OC. The City needs to ensure that the in lieu fee from Heritage Village
OC be available in whole as committed upon the approval of the project. These resources and
funding are crucial to achieve the City's affordable housing needs that are not being met by the
market. In addition, the availability of the funds upfront is necessary for the City and the
developer to secure and leverage the additional state and federal affordable housing resources
that are competitive and required for the First St. Apartments.
The Commission looks forward to continuing our partnership with the City to increase affordable
