B. PRESENTATION: POLICE DEPARTMENT CRIME STATISTICS AND ABC
LICENSES
Commander Ken Gominsky presented information regarding the use of citywide
police grids and how crime statistics are analyzed when considering Alcoholic
Beverage Control (ABC) licenses within a certain grid. He also answered questions
from the commission.

COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED
PROJECTS): - No disclosures made
1. PLANNING COMMISSION BYLAWS AMENDMENT
Planning Manager Candida Neal clarified the amendment to Bylaws section no. 8 (a)
through (d) related to abstentions and conflicts of interest. Commissioner
McLoughlin noted that the bylaws were missing the portion related to appointment of
a Planning Commission representative on the Historic Resources Commission.
AMENDED MOTION: Adopt a resolution approving the amendments to the
Planning Commission bylaws as presented, as well as adding subsection 11
(d) (Commission Officers) related to the election of a Planning Commission
representative appointment to the Historic Resources Commission.

Legal notice published in the Orange County Reporter on January 26, 2016 and
notices mailed January 27, 2016.
A project overview was provided by Ricardo Soto, Assistant Planner I. Chairman
Gartner opened the public hearing. The applicant spoke in support of the project
and made herself available to answer any questions. There were no other speakers
and the hearing was closed.
MOTION: Adopt a resolution approving Conditional Use Permit No. 2015-26 as
conditioned.

WORK STUDY SESSION
SYNTHETIC TURF DESIGN GUIDELINES
A presentation was prepared by Melanie McCann, Associate Planner, regarding the
City's suggested guidelines in synthetic turf design. She also shared information
related to the most recent state laws applicable to synthetic turf. A discussion
ensured related to adding guidelines for front yard gardens and landscape plans.

PLANNING MANAGER UPDATES
Candida Neal
• Shared that the Urban Design Review Subcommittee had its first meeting this
afternoon and will meet again in March/April.
• Stated that the next meeting will include the Planning & Building Agency Work
Program 2016 projection.
PLANNING COMMISSION MEMBER COMMENTS
Commissioner Bacerra
Thanked staff for the revised future agenda items listing.
Commissioner Bauer
• Noted concern among neighbors regarding "McMansions" [new homes far larger
than those in the surrounding area] being proposed in his neighborhood.
Commissioner Verino
• Expressed concern over the number of establishments operating without an
entertainment permit.

ADJOURNED 7:00 P.M. - The next meeting of the Planning Commission is scheduled
for Monday, February 22, 2016 at 5:30 p.m. in the Council Chamber,
